Mr. Tarver indicated he had originally shared Ms. Scribner's position regarding the <br />CVB. However he has seen that it benefits the entire community. <br /> <br /> It was moved by Ms. Mohr, seconded by Ms. Dennis, to adopt Resolution 94-84, <br />approving the 1994-95 Operating Budget and Community Development Block Grant Program <br />with the following corrections: 1) correcting Channel 30 funding from $47,327 to $45,590; 2) <br />correcting Convention and Visitor's Bureau funding from $106,000 to 115,578; 3) correcting <br />miscellaneous transfers to/from the Operating Budget and the Capital Improvement Program <br />(CIP) Budget by a net $32,828; and 4) adding $29,000 to the Fire Department's budget for <br />emergency response equipment which was inadvertently omitted. <br /> <br />The roll call vote was as follows: <br />AYES: Councilmembers Dennis, Mohr S cribner and Mayor Tarver <br />NOES: None <br />ABSENT: Councilmember Pico <br />ABSTAIN: None <br /> <br />Item 6d <br />In-Lieu Park Dedication Fees (SR94:248) <br /> <br /> Ms. Bengtson presented the staff report and discussed how land values were established. <br /> <br /> Ms. Mohr stated her understanding that the in-lieu fees can only be used for park <br />improvements related to the land assessed or for parks with city-wide use. <br /> <br /> Ms. Dennis was concerned that the fees be enough to purchase the land when it is <br />needed. <br /> <br /> Jim McKeehan, Vice President and Genera/Manager of Signature Properties, indicated <br />the fees paid to the city per unit are greater than the cost of all the public improvements. That <br />impacts his company's ability to provide "reasonable" home prices. The average 2,000 sq. ft. <br />house will generate approximately $25,000-30,000 in fees. The two main objections he had <br />were regarding the "appraisal" and the $700 off-site improvements fee. Mr. McKeehan <br />suggested forming a task force to review fees on residential houses. He also suggested the <br />money could be saved by purchasing park land at an earlier date. <br /> <br /> Mr. Tarver agreed with the suggestion and indicated the Economic Development <br />Committee and the General Plan Review Committee are looking at this issue. <br /> <br /> Ms. Mohr indicated that it may be better to invest in land for parks than in <br />improvements, since land is now as cheap as it will ever be.
