Ms. Dennis indicated she had spoken with Jocelyn Combs of the East Bay Regional Park
District and Ms. Combs had indicated the District had no more money to purchase park land.
However, the District could have access to other funds if the City could provide matching funds
to purchase property to complete the Pleasanton Ridge Trail. The District would need
approximately $200,000.

Ms. Acosta indicated the matter would be referred to the park liaison committee.

Mr. Tarver suggested moving the golf course to the "high priority-unfunded" list. He
also recommended changing the designation of the 33 acre park revenue and expenditures to
"undetermined". He also expressed concern about the new fire station, its location, when it will
be built, and how the Ruby Hill development will be participating in its funding.

With regard to the pool, Mr. Tarver made it clear that more is involved than the cost of
building the pool. The citizens must be aware of the costs of operation and maintenance and
there may be added charges to the public.

Ms. Scribner asked for clarification of the skateboard facility.

Ms. Bengtson indicated the "demonstration" park will probably become a permanent
facility and may be expanded in the future.

It was moved by Mr. Tarver, and seconded by Ms. Scribner, that Resolution No. 94-83 be
adopted, approving the five-year Capital Improvement Program Budget for fiscal years 1994-95
through 1998-99, with the north Pleasanton park land purchase and revenues to be undetermined,
and moving the golf course to the high priority-unfunded list.

The roll call vote was as follows:
AYES: Councilmembers Dennis, Mohr Scribner and Mayor Tarver
NOES: None
ABSENT: Councilmember Pico
ABSTAIN: None

There was a break at 8:30 p.m.

The meeting was reconvened at 8:37 p.m.

Council then discussed the Operating Budget.

Ms. Scribner expressed her desire that the Convention and Visitors Bureau be self-
sustaining. She believed the businesses that benefitted most were restaurants and hotels and the
CVB should seek funding from them. Ms. Scribner also wanted to make sure there was
accountability for the City funds.

07/19/94 6
