Item 6c -- Oral Report on the Congestion Management Agency Area 4 transportation priorities Randy Lum made an oral presentation on this item. He indicated that since Council adopted its priorities, some members of MTC have decided to change them and apply most of the available funds to the Route 84/1-580 improvements. Other members are in favor of the BART stations. Mayor Tarver pointed out that the MTC Work Program Committee would be meeting on Friday. He believed that whatever the Work Program Committee recommends, the full Commission will adopt. He encouraged the public to attend this meeting and express its support for a West Dublin BART Station. Council took no action on this item. Item 6d Recommendations regarding AB 2788 {Maintenance of effort requirements for public safety) and AB2471 (benefit assessments districts) (SR94:164) Mr. Bocian presented the staff report. It was moved by Ms. Dennis, and seconded by Ms. Scribner, to oppose AB 2788 and adopt a neutral position on AB 2471. The roll call vote was as follows: AYES: Councilmembers Dennis, Mohr, Pico, Scribner and Mayor Tarver NOES: None ABSENT: None ABSTAIN: None .Item 6e Resolution amending Council Rules and Procedures Ms. Scribner referred to Page 6, Item 2b, and questioned the deletion of the speaker card requirement. She then referred to Page 7, Item 5b, and asked that it be revised to read as follows "...and that an item will be placed on a future agenda..." Mr. Roush pointed out that all speakers are requested to complete a speaker card. (Page 13, Section C.) Mayor Tarver commented that he was opposed to the public hearing/speaker card process. He understood that the majority of Council supported the process but would rather it be removed. He added that he did not object to asking a speaker to complete a speaker card for the Clerk's record. 06~07/94 5
