Item 6c <br />-- Oral Report on the Congestion Management Agency Area 4 transportation priorities <br /> <br /> Randy Lum made an oral presentation on this item. He indicated that since Council <br /> adopted its priorities, some members of MTC have decided to change them and apply most of <br /> the available funds to the Route 84/1-580 improvements. Other members are in favor of the <br /> BART stations. <br /> <br /> Mayor Tarver pointed out that the MTC Work Program Committee would be meeting <br /> on Friday. He believed that whatever the Work Program Committee recommends, the full <br /> Commission will adopt. He encouraged the public to attend this meeting and express its support <br /> for a West Dublin BART Station. <br /> <br /> Council took no action on this item. <br /> <br /> Item 6d <br /> Recommendations regarding AB 2788 {Maintenance of effort requirements for public <br /> safety) and AB2471 (benefit assessments districts) (SR94:164) <br /> <br /> Mr. Bocian presented the staff report. <br /> <br /> It was moved by Ms. Dennis, and seconded by Ms. Scribner, to oppose AB 2788 and <br /> adopt a neutral position on AB 2471. <br /> <br /> The roll call vote was as follows: <br /> AYES: Councilmembers Dennis, Mohr, Pico, Scribner and Mayor Tarver <br /> NOES: None <br /> ABSENT: None <br /> ABSTAIN: None <br /> <br /> .Item 6e <br /> Resolution amending Council Rules and Procedures <br /> <br /> Ms. Scribner referred to Page 6, Item 2b, and questioned the deletion of the speaker card <br /> requirement. She then referred to Page 7, Item 5b, and asked that it be revised to read as <br /> follows "...and that an item will be placed on a future agenda..." <br /> <br /> Mr. Roush pointed out that all speakers are requested to complete a speaker card. (Page <br /> 13, Section C.) <br /> <br /> Mayor Tarver commented that he was opposed to the public hearing/speaker card <br /> process. He understood that the majority of Council supported the process but would rather it <br /> be removed.
