He believed that an elected official should not have any less authority than
a citizen requesting Council action on an item.

Ms. Acosta explained that a citizen may request that Council consider an item, but it
must take the majority of Council to consider the matter.

Ms. Mohr believed that it was very necessary to have such a policy to help alleviate long
agendas, wasted staff time, and the continuation of agenda items.

It was moved by Ms. Scribner, and seconded by Ms. Mohr, to retain the current policy
requiring Council majority to add agenda items to agenda.

The roll Call vote was as follows:
AYES: Councilmembers Dennis, Mohr, Scribner and Mayor Tarvet
NOES: Councilmember Pico
ABSENT: None
ABSTAIN: None

05/17/94 13
