Mayor Tarver felt that the number of growth <br />management should remain at 750 units per year until changed through a general plan process. -- <br />He said that those who object to Council's decision have the option to place it on the ballot by <br />gathering signatures. <br /> <br /> Ms. Dennis complimented the Affordable Housing Task and community on developing <br />this affordable housing project. She was very pleased with the plans and felt that it was a first- <br />class project. She supported staffs efforts to look for alternatives to preserve the initial funds <br />from the project. She agreed with staff that the traffic problem already exists, but she supported <br />putting Junipero through to Case Avenue to make the residents/citizens feel more comfortable. <br /> <br /> Ms. Mohr believed that the City would be getting value out of the land. She wanted it <br />to be made clear that the housing will be available to unrelated adults and those with disabilities, <br />as weli as families. She reiterated that staffs job is to give the technical information and data <br />to Council. Council's job is to balance the technical side of issues with the human side. She <br />felt that Junipero, if extended, should be a two-lane road with the existing pedestrian/bike lane. <br />Ms. Mohr was pleased with having affordable housing in Pleasanton. Ms. Mohr said that the <br />number of low income units was established so that the housing could be mixed and the lower- <br />income residents would not stand out or be pointed to. She requested that this project not use <br />palm trees in the landscaping. <br /> <br /> Mr. Pico asked for clarification on the taxes and financing for the project. He asked who <br />would receive the 'Cash Available for Distribution'. <br /> <br /> Mr. Bocian answered that the non-profit housing corporation would be the managing <br />general partner of this project. <br /> <br /> Mr. McClure explained A.F.Evans will be selling tax exempt credits to investors who <br />will bring the equity necessary to provide the funding which is required for the project. The <br />limited partner will also participate in the cash distribution, as will the Housing Corporation and <br />the A.F. Evans Company. <br /> <br /> Mr. Pico believed that the City could finance this project on its own rather than wait 55 <br />years to own the project. He agreed that this project should be placed on the November ballot <br />or wait until the General Plan Steering Committee has the opportunity to review it. He believed <br />that Junipero needed to be extended before this project was developed. <br /> <br /> It was moved by Ms. Scribner, and seconded by Ms. Mohr, that Resolution No. 94-51 <br />be adopted, based on a review of an initial environmental impact study done for this project and <br />on a finding that no significant environmental impact would occur as outlined in the City's <br />guidelines and on a further finding that a negative declaration is appropriate in connection with <br />PUD-94-1, A.F.
