Rich Riley, 5576 Sonoma Drive, member of Mayor' s Affordable Task Force, explained <br />that the proposed development has involved many hours of the Task Force and staff to bring it <br />to what it is. He spoke in favor of the project and believed that it would enhance the area and <br />is grea~y needed in Pleasanton. <br /> <br /> Robert Cordtz, 262 W. Angela, member of Mayor's Affordable Task Force, disagreed <br />with staffs recommendation. He believed that Junipero needed to be connected with Case <br />Avenue. He was also concerned with the emergency access road. Mr. Cordtz then read a letter <br />from Mr. Schwagerle in opposition to this project. (See attached). <br /> <br /> Stephanie Sprague, 4668 Laramie Gate Court, spoke in opposition to this project because <br />of the traffic on Case Avenue and the lack of emergency access to this project and to Ridgeview <br />Commons. <br /> <br /> Sharrell Michelotti, 7813 Olive Court, member of Mayor's Affordable Housing Task <br />Force, gave a brief history of the project since the Task Force was created. She noted that the <br />traffic problem will remain the same on Case Avenue whether Junipero is connected or not <br />because of the school. Ms. Michelotti then explained why the number of low income units were <br />dropped to 47%. It was not to manipulate the process, but to give quality to the project. She <br />believed that this is joint venture that has a payback and the City will still own the property and <br />project. She supported the project and urged Council's approval. <br /> <br /> There being no further testimony, Mr. Tarver declared the public hearing closed. <br /> <br /> Mayor Tarver commended the members of the Task Force and individual citizens for <br />their time, efforts and contributions to this project. <br /> <br /> Council took a break at 9:20 p.m. <br /> <br /> Council reconvened at 9:28 p.m. <br /> <br /> Ms. Scribner explained that the agreement is clear that this housing was preferential to <br />families which would include disabled citizens. She thought that special treatment should be <br />given to those individuals. She explained that low income in Pleasanton does not mean those <br />on welfare would live there. The intent of this project is to mix low income with market rate <br />housing, to not identify those on low income and to treat them the same. Ms. Scribner did not <br />support putting Junipero through at this time but did agree that eventually it will be necessary, <br />as other developments are built in the area. She pointed out traffic problems near other schools. <br />She did not want to use the entire amount of affordable housing funds to build the road. She <br />referred to growth management and stated that the project is entitled to a priority. <br /> <br /> Mayor Tarver believed that there is a need to consider the LOS standard. He supported <br />putting Junipero through to Case Avenue and creating a benefit assessment district. He did not <br />object to allowing pets in the project.
