Martha Morse, 5260 Case Avenue, believed that Junipero needed to built through before <br />this project should be approved. She was also concerned with the added traffic and emergency <br />access. <br /> <br /> Maudalene Marshall, 1405 Elliott Circle, Affordable Housing Task Force, supported this <br />project. She did not believe that it was necessary to build Junipero through at this time. She <br />asked for Council's support. <br /> <br /> Frank Brandes, 6889 Cone Sonada, asked why the citizens are not being given the option <br />to vote on this project. <br /> <br /> Mr. Roush explained that more than the majority of the units have to be lower income <br />in order that the project be voted upon. This project, as proposed, has only 49% of the units <br />are lower income and therefore, it is not constitutionally mandated to go before the voters. <br /> <br /> Mr. Brandes believed that having the 49 % be lower income units was done to circumvent <br />the will of the voters. He felt that affordable housing should be a part of the growth <br />management program. He believed that the developer should pay for the streets. He concluded <br />by stating that this should go to the vote of the people. <br /> <br /> Mr. Bocian pointed out that the percentage of lower income units is 47%. <br /> <br /> Ed Churl{a, Pleasanton Railroad Association, 30 W. Neal Street, #110, spoke in support <br />of the project. He pointed out that the steam train is expected to begin running in two years <br />which will pass this project on one side and the Union Pacific Railroad Corridor on the other <br />side. He stated that this area will be quite noisy at certain times with the railroads and the <br />school. <br /> <br /> Russell Schaadt, 4800 Bernal Road, Braddock & Logan Associates, original developers <br />and current owner of Civic Square, spoke in opposition to the project. He was concerned with <br />the increase of traffic; that the quality of the buildings remains at a high level; and objected to <br />the waiver of fees. <br /> <br /> Kay Abernathy, Housing Options Utilizing Supportive Environments, Inc., asked that the <br />low income housing be available to those who are disabled. <br /> <br /> George Gunter, 1805 Greenwood Road, spoke in support of this project. He agreed that <br />Junipero should be connected to Case Avenue because of the increased traffic. He was pleased <br />with the lease agreement and complimented the Mayors Affordable Housing Task Force. He <br />disagreed with staffs recommendation regarding the traffic needs. <br /> <br /> Margaret lake, Ridgeview Commons resident, expressed concern about being able to get <br />out of the area in case of a major fire. <br /> <br />05/03/94 6 <br /> <br /> <br />
