Item 8c <br />Camnaign Re_Rulations - Disclosure Statements (SR94:115) <br /> <br /> Mr. Roush presented the staff report. <br /> <br /> Ms. Mohr suggested that the first and second filings be consistent with the state <br />regulations. She was very concerned that those persons who want to contribute to a certain <br />candida.te may not want their names to be publicized. She believed that it is a respect of privacy <br />issue. <br /> <br /> Ms. Dennis explained that her intent in supporting the publicizing, etc. of contributors <br />is that she would like to know who is contributing to campaigns. <br /> <br /> There was general discussion regarding the disclosure of campaign contributions. <br /> <br /> Ms. Scribner asked how it is determined what public records should be disclosed or not. <br /> Mr. Roush briefly explained the Public Records Act. <br /> <br /> Ms. Scribner believed that $25 limit is too low to be putting contributors through all of <br />the trouble to contribute. <br /> <br /> Mr. Pico was concerned with the flood of contributions that come in after the final <br />reporting period before the election. He suggested that the final period be changed from eight <br />days prior to the election with the disclosure statements due five days prior to the election to <br />seven and four. He did agree that the other dates should match with the state requirements. He <br />supported the proposed ordinance with this change. <br /> <br /> George Gunter, 1805 Greenwood Road, supported the disclosure of contributions of $25 <br />or more, but recommended that the dates be the same as the state requirements. <br /> <br /> Ms. Scribner pointed out that a candidate is extremely busy the last week of an election. <br />She objected to Mr. Pico's suggestion of changing the filing dates. She did not feel that the <br />change would accomplish anything. <br /> <br /> Mayor Tarver agreed with Mr. Pico's suggestion. He wanted to match the state <br />requirements, but at the same time close the gap around election time to get as much of a <br />disclosure as possible. He was not as concerned with the amount of money disclosed but wanted <br />to know who is contributing. <br /> <br />0411919.4 7 <br /> <br /> <br />
