Mr. Lum explained that one of the expenses to mitigate the loss of the Hopyard access <br />is the work that has been done at Stoneridge and Hacienda. There should be a credit for that. <br /> <br /> There was discussion regarding a potential $5.6 million credit for work done on the <br />Stoneridge and Hacienda interchanges. <br /> <br /> Mayor Tarvet suggested continuing with the environmental studies on both alternatives <br />such to will evaluate which one makes the most sense for the City. An intelligent decision will <br />be made based on the outcome of the study. He wanted the economic impacts from the loss of <br />the Hopyard access to be considered in the study as well. <br /> <br /> Bob Whitley, representing DSRSD, 7051 Dublin Boulevard, spoke about the loss of <br />DSRSD land due to the flyover. He urged Council to consider options that will not take the land <br />from DSRSD. He believed that this land would be irreplaceable. This land was granted to <br />DSRSD/City of Pleasanton from the federal government for public purposes only. The land has <br />been dedicated for wastewater treatment purposes and has been planned for expansion of <br />facilities. <br /> <br /> Mr. Pico felt that the entire project, including all of the flyovers, etc. should be included <br />in the environmental study. He was concerned about the westerly flyovers being built over the <br />Calaveras fault, cost projections, visual blight and noise. He did not want a piecemeal analysis. <br /> <br /> Mr. Lum pointed out the current environmental work is intended to address only the <br />south to east connector. The other portions are not funded. Mr. Pieo's concerns are not <br />unreasonable, but will be addressed when the other parts of the project come forward. <br /> <br /> It was moved by Mayor Tarver, and seconded by Ms. Mohr, that Resolution No. 94-41, be <br />adopted, requesting that the environmental study should include both alternatives, with a <br />preference for Alternative 2, and should include a review of the economic impacts from the <br />partial loss of the Hopyard access. <br /> <br />The roll Call vote was as follows: <br />AYES: Councilmembers Dennis, Mohr, Pico, Scribner and Mayor Tarver <br />NOES: None <br />ABSENT: None <br />ABSTAIN: None <br /> <br /> Council took a break at 9:08 p.m. <br /> Council reconvened at 9:15 p.m. <br /> <br />04/19/94 6 <br /> <br /> <br />
