Item 8a <br />Review of Designs for 1-580/680 Freeway and Potential Options for Access at Hopyard <br />(SR94:113) <br /> <br /> Mr. Lum presented the staff report. He described the project in detail and pointed out <br />each alternative using large maps available for viewing. <br /> <br /> In response to Council' s questions, Mr. Lum explained that at this point it is premature <br />to come to a definitive conclusion as to which alternative makes the most sense for the City of <br />Pleasanton. <br /> <br /> Mr. van Gelder explained the long term perception of the impact that this flyover would <br />have on the Tri-Valley area. The major benefit is safety, increased capacity and a better balance <br />in the system. <br /> <br /> Mr. Pico inquired about the earthquake fault in the area. Mr. Swift said that the <br />Calaveras fault was farther east, near Foothill Road and 1-580. <br /> <br /> Ms. Dennis asked that the environmental study address the use of signage for the <br />alternative that does not have an access to Hopyard Road so as to direct people to the business <br />district via an alternative route. This would help the businesses. <br /> <br /> Mr. van Gelder clarified that the Hopyard Interchange would not be removed. The only <br />restriction would be to Hopyard from the southbound 680. All other access so Hopyard would <br />remain open from 1-580. <br /> <br /> In response to Mayor Tarvet, George Homolka, North Pleasanton Improvement District <br />(NPID) Manager, explained the process that CalTrans, Dublin and Pleasanton went through <br />several years ago. Pleasanton had expressed concern with closing the Hopyard access and <br />consequently, two proposed alternatives have been developed. He was pleased with these <br />alternatives and felt that they were very realistic. He personally preferred Alternative 2. <br /> <br /> There was some discussion regarding the future plans for additional fiyovers in Dublin, <br />Dublin's hookramps, and the West Dublin BART Station. <br /> <br /> Tom Terrill, Reynolds & Brown, 1200 Concord Avenue, #200, thanked staff and Council <br />for the time and efforts spent on this project. He briefly explained the history of this project <br />and the decision process used to reach this point. He spoke in support of the proposed <br />Alternative 2. <br /> <br /> Sharrell Michelotti, 7873 Olive Court, asked for clarification on State funding. She <br />urged Council to review all options available before making a decision so that the City gets what <br />it needs .for the future. <br /> <br />04/19/9'4 5 <br /> <br /> <br />
