There was discussion regarding the financial loss to the community caused by graffiti and <br />the possibility of a reward program. <br /> <br /> Ms. Scribner supported providing restitution to victims. She also believed that this would <br />help the parents teach their children a lesson if the children were required to do work to pay for <br />the damage they caused. <br /> <br /> Wayne Strickler, 851 Independence Court, pointed out that recently there had been <br />vandalism (graffiti) occurring at the Raley Shopping Center. (Photos were provided to Council). <br />He spoke in support of Chief Eastman' s comments and requested the following: 1) that the City <br />Attorney review the current Ordinances regarding vandalism and recommend steps to strengthen <br />these ordinances to such an extent that nobody would consider vandalism in this City; 2) that <br />the City's Vandalism Ordinance be published in the local newspapers on a regular basis; 3) the <br />City develop a Clean-Up Guide to be furnished to victims at no charge; and 4) that the City <br />should pressure wash, sand blast or use a similar method on natural surfaces to remove graffiti. <br /> <br /> Margot Kelly, 5157 Independence Drive, supported Mr. Strickler's comments. She <br />believed that the parents should be financially responsible for damages due to vandalism, but <br />also felt'that the children should share in that responsibility. She suggested hiring the vandals <br />for minimum wage doing community services in order to provide restitution. <br /> <br /> i:'aul Bras, 5643 Sonoma Drive, //16, also supported Mr. Strickler's <br />suggestions/comments. He supported holding the parents responsible and pointed out that there <br />is support in doing so in the community. <br /> <br /> Joseph R. Godwin, 4677 Carson Court, spoke in support of the previous comments. He <br />did not believe Council would be able to do much at the local level to help prevent vandalism, <br />but did believe that it could make legislative suggestions/recommendations to the agencies that <br />Can. <br /> <br /> Carol Tortrese (sp?), 1068 Hancock, representing herself and Bill Spain, spoke in support <br />of the previous comments. <br /> <br /> Mayor Tarver asked that staff report to Council on the status of the legislative bills that <br />Mr. Eastman listed. He agreed that the City Attorney and Police Chief should meet to discuss <br />strengthening the Council's ability to do more and to keep an open communication with School <br />District regarding this matter. <br /> <br /> Ms. Mohr asked that staff be sure that coordinated action on graffiti be placed on the <br />next Tn~-Valley Council Agenda. <br /> <br />04/19/94 4 <br /> <br /> <br />
