Adopt Resolution No. 94-40, approving Investment Policies and Guidelines of the <br /> City of Pleasanton. <br /> <br />The roll call vote was as follows: <br />AYES: Councilmembers Dennis, Mohr, Pico, Scribner and Mayor Tarver <br />NOES: None <br />ABSENT: None <br />ABSTAIN: None <br /> <br />5. MEETING OPEN TO THE PUBLIC <br /> <br /> Frank Berlogar, 2200 Vineyard Avenue, stated that he had attended the previous Council <br />meeting where there was considerable discussion regarding Ms. Mohr's potential conflict of <br />interest. He reiterated that he was very disappointed in Mr. Pieo's accusations and previous <br />comments to the press. <br /> <br /> Wayne Strickler, 85 1 Independence Court, requested that item 10c be moved to an earlier <br />place on the agenda because there were people in the audience who had young children who <br />needed to leave early who wished to speak on this item. <br /> <br /> Dean Schenone, 5682 San Luis Court, also referred to the issue regarding Ms. Mohr. <br /> <br /> John R. Dove, 3263 Vineyard Avenue,//14, General Plan Sub-Committee Member, <br />stated that the Committee was concerned with the lack of parking that will be provided for those <br />who will use BART. He invited the public to attend the MTC meeting at Dublin City Hall on <br />Wednesday, April 27, 1994, at 7:00 p.m. regarding this issue and to share their concerns. <br /> <br />Item 10c <br />Discussion Regarding Graffiti <br /> <br /> Police Chief Eastman explained the definition of graffiti and penalties for defacing <br />property. He then review the number of vandalism/graffiti arrests in Pleasanton for 1993 and <br />1994. He objected to the manner which the newspapers report these crimes because newspaper <br />often glorifies the individual who is responsible for the act. The City of Pleasanton is working <br />with the City of Dublin and the City of Livermore to share information to link persons to crimes <br />in other cities. City staff meets with school administrators to discuss problem areas, problem <br />children, other acts of vandalism and to keep an open communication. Staff has also met with <br />those businesses who sell paint used for graffiti purposes; those businesses now screen-off the <br />areas where the paints are sold. Chief Eastman handed out a list of current proposed legislation <br />regarding this type of crime. He described each one. <br /> <br /> In response to Ms. Mohr, Chief Eastman explained that he will need to meet with the <br /> City Attorney to discuss what the Council might do at the local level to address these issues. <br /> <br />04/19/94 3 <br /> <br /> <br />
