The r011 ~dl vote was as follows:
AYES: Councilmembers Dennis, Mohr, Pico, Scribner and Mayor Tarver
NOES: None
ABSENT: None
ABSTAIN: None

Intr0du~tory Remarks

Ms. Scribner asked if a procedure had been established regarding when each
Councilmember would have the opportunity to make his/her remarks. She was concerned
because she had not yet had the opportunity to do so.

Mayor Tarver suggested that staff bring this issue to Council when the Policies and
Procedures item is presented at the May 3, 1994 City Council meeting.

Mr. Roush clarif'~ed that the current procedure reads that introductory remarks should be
done on a rotating basis.

AuthOrity of Zone 7 Placing Items on BallOt

Mr. Pico asked if Zone 7 had the legal authority to place an issue on the ballot.

Mr. Roush was to respond to Mr. Pieo's question at a later time.

Planning Commission Interviews

Mayor Tarver explained that, in the past, interviewing for the Planing Commission has
been very informal and usually scheduled at the last minute. He wanted to be sure that all of
the Councilmembers were invited to attend these interviews. He had a list of dates for Council
to review and decide when would be best for each member.

Ms. Acosta suggested making this process more formal than in the past. She suggested
that each candidate complete a questionnaire similar to what the General Plan Steering
Committee applicants were required to do.

It was decided that the interviews could be set up for May 2, 5, 9 and 10, 7:00-9:30 p.m.
Staff would circulate a draft questionnaire to each Councilmember for comment before finalizing
and mailing it to the applicants.

Orientation for New Commissioners and Boards

Mayor Tarver asked for a forrealized procedure to be established for oftenring new Board
and Commission members, swearing in ceremony, etc.

04/19/94 10
