MAITER INITIATED BY COUNCIL Item 8a Assessment ExemOtion At, reement with Valley Memorial Hospital (IR94: 13) Mr. Pico commented that the Hospital's Board of Directors has taken recent action to hold public discussions regarding emergency services and other aspects of the Hospital. He appreciated the Hospital' s recent action. Mayor Tarvet indicated that there is a forum scheduled for March 20 at 2:00 p.m. at the Presbyterian Church in Livermore to discuss the services of both the Livermore and Pleasanton hospitals. No action was required or taken by the Council on this item. Item 8b Status Reoort Regarding City of Pleasanton Public Facilities Corporation (IR94: 15) Ms. Rossi presented the staff repo;t. Mr. Pico questioned how the City could build the library with funds from a Proposition 4 override, and sell it to the Public Facilities Corporation and use the proceeds were to build the -- Senior Center. The City now makes lease payments for the library. He did not understand how this could be justified because it appears the City is paying for the library twice. There was considerable discussion regarding the buying and selling of the library and to where the monies have been applied. Mr. Bocian assured the Council that the City is not paying for the library twice. Mayor Tarvet asked that staff put together a report for Council regarding the financing and repayment for the Cross-town sewer interceptor project. It was moved by Mr. Pico, and seconded by Ms. Dennis, to recommend the Public Facilities Corporation's bylaws be amended to allow appointment of the City Council to serve as the Board of Directors. A substitute motion was made be Ms. Scribner, and seconded by Mayor Tarver, directing staff to investigate allowing the City Council to serve as the Board of Directors for the Public Facilities Corporation. 03/15/94 9
