Ms. Mohr asked staff to determine whether this would mean that double ffiing is
necessary (FPPC and City). She suggested structuring this in a way that one copy would suffice _
for both purposes. Otherwise, those who want to contribute but do not want to be published in
the paper may make smaller contributions.

Ms. Scribner suggested that Council direct their questions/comments to Mr. Roush to
give him better direction as to what it is looking for.

It was decided that this item would be continued to the April 19, 1994 City Council
meeting.

1O, REPORTS OF THE CITY MANAClER

Item 10a
Closure of Vineyard Avenue east of Isabel for five-week neriod (SR94:80)

Mr. Lum presented the staff report,

Mayor Tarver requested that the access points of the development be signed to indicate
that the road is closed and to take a different route.

It was moved by Ms. Scribner, and seconded by Ms. Mohr, to approve a five week
closure of Vineyard Avenue for reconstruction from 04/11/94 to 05/13/94.

The roll call vote was as follows:
AYES: Councilmembers Dennis, Mohr, Pico, Scribner and Mayor Tarver
NOES: None
ABSENT: None
ABSTAIN: None

Item 10b
Review Of ZOne 7 Water Connection Charge

Mr. Lum presented the staff report.

Mayor Tarvet asked that the proposed letter that staff had drafted be more specific.

Jim Dixon, General Manager of Zone 7, responded to staffs comments and concerns
listed in the staff report. 1) Zone 7 bases its water supply on a first come, first served basis;
2) Pleasanton will only pay a share of the costs in relation to the amount that it receives; and
3) although water reclamation is the most expensive, purchase of water from the State Water
Project is the most likely to succeed. He described the structure for increase in rates that Zone
7 is proposing.

03/15/94 12
