Ms. Mohr commented that there is considerable misuse of agricultural water. She <br /> thought that this problem should be lobbied at the State level for a total reevaluation of how that <br /> water is allocated. <br /> <br /> Mayor Tarver stated it was important to him that he can guarantee that Zone 7 is right <br /> with its numbers and that growth pays its way. He would like to be reassured that the City can <br /> build out its General Plan as planned and that Zone 7 can provide the water for it. <br /> <br /> There was some discussion regarding a dam above Del Valle and its feasibility and <br /> availability. <br /> <br /> Mr. Pico asked if Zone 7 has the authority or ability to ask its electorate within its <br /> service area to vote on an apportionment program. <br /> <br /> Mr. Dixon was unable to answer this question without an opinion from Zone 7's <br /> attorney. He did comment that in order to change anything there would need to be an EIR and <br /> a series of public hags. <br /> <br /> Ms. Dennis felt that the current system is not providing the public appropriate feedback <br /> regarding the cost that each individual project is adding. Ms. Dennis agreed with Mr. Pieo's <br /> suggestion of putting this to the vote of the people. <br /> <br />- Mr. Dixon disagreed. If a project does not need the water, then it does not pay the <br /> connection fee. The cost to the City is the same. <br /> <br /> There was considerable discussion regarding the fees and charges effecting the City at <br /> this time versus what is proposed. <br /> <br /> Ms. Scribner referred to the policy of growth paying its own way and commented that <br /> the existing residents also benefit from new growth as well. It is a benefit when a new business <br /> comes to the City and provides employment for existing citizens. <br /> <br /> It was moved by Ms. Scribner, and seconded by Ms. Mohr, to send a letter to the Zone <br /> 7 Board of Directors requesting further analysis of past contributions, fees and facilities paid for <br /> by each jurisdiction, cost versus benefit analysis for each of the proposed projects and a ranking <br /> of projects based upon this analysis. <br /> <br /> The roll call vote was as follows: <br /> AYES: Councilmembers Dennis, Mohr, Pico, Scribner and Mayor Taxver <br /> NOES: None <br /> ABSENT: None <br /> ABSTAIN: None <br /> <br /> 03/15/94 13 <br /> <br /> <br />
