Ms. Scribner stated that during the Measure K issue, the Ridgeland owners went to the <br />-- State and tried to clarify a LAFCO ruling. The City felt that it was unfair and that it was <br /> legislation that was intended for a solitary purpose. It seemed to her that the City is doing the <br /> same thing. She felt that if it was unfair then, it is unfair now. <br /> <br /> Mayor Tarver commented that Council is doing what the voters of Pleasanton approved. <br /> Council should proceed with this to make sure that it is clarified. He pointed out that the Board <br /> of Supervisors and Hayward aiso have agreed to this. <br /> <br /> Ms. Dennis agreed with Mayor Tarver. She felt that the voters of Pleasanton authorized <br /> Council to defend the decision that they made, as well as the decision that the Council made. <br /> <br /> The roll call vote was as follows: <br /> AYES: Councilmembers Dennis, Pico and Mayor Tarver <br /> NOES: Councilmembers Mohr and Scribner <br /> ABSENT: None <br /> ABSTAIN: None <br /> <br /> Item 8f <br /> Cemuait, n Retulations - Contribution and F,x~enditure Limltations: Disclosure Statements <br /> (SP,94:84) <br /> <br />-- Peter MacDonald, 5258 Crestline Way, spoke in opposition to this item. He believed <br /> that this proposal defies access to money, denies access to the media and defies the public <br /> information about the campaign. I-Ie commented that this was a slow growth manipulation of <br /> the system. He was concerned that there was a fair opportunity for the voter to get the message <br /> from both sides. Mr. MacDonald felt that the current regulations and process that have been <br /> set by the State are politically fair. He was also concerned with the burden that this wig create <br /> on City staff to interpret the guidelines. <br /> <br /> Mayor Tarver asked for clarification on Mr. MacDonald's comments, i.e., was he <br /> opposed to disclosure or expenditure limitations. <br /> <br /> Jack Hovingh, 4250 Muirwood Drive, was concerned that the proposed regulations are <br /> pro-incumbent. He pointed out that the incumbents have a number of hours of free television <br /> time, etc. He believed that the non-incumbents are enti~ed to the same. <br /> <br /> Ms. Dennis asked for clarification on Attachment A, Section D. <br /> <br /> Mr. Pico suggested that this item be continued due the lateness of the hour. He <br /> requested staff to provide Council with an option that would provide only for financial disclosure <br /> of campaign contributions, with the $25 threshold, limit and to eliminate the gap in the reporting <br /> of the last seven days before the election. <br /> <br /> 03/15/94 11 <br /> <br /> <br />
