Bill van Gcldcr, Traffic Engineer, explained that some of thc studies that Mr. Churka <br />referred to would not be applicable to this project but that others could be used. <br /> <br /> It was moved by Mayor Tarver, and seconded by Ms. Dennis, to advance the monies for <br />the environmental work ($30,000) to the applicant; applicant is not required to reimburse the <br />City if the project fails because of challenges to the environmental document or if there are <br />determinations made in the environmental document that the project cannot go forward; and the <br />environmental work/study is to be conducted by an outside consultant. <br /> <br /> Ms. Scribner felt that it was important that a study be conducted to address the concerns <br />etc. of residents affected by the train. She agreed that outside sources should conduct the studies <br />rother than staff doing so. She disagreed that the applicant should not have to repay if the project <br />fails to go forward because of the environmental work. <br /> <br /> Ms. Mohr was concerned that other projects were not offered the same 'loan" option. <br /> <br /> A substitute motion was made by Ms. Scribner, and seconded by Ms. Mohr, reaffirming <br />that a certain environmental study be conducted and that the study be performed by a source <br />other than the City of Pleasanton, and that the applicant be responsible for funding this study. <br /> <br />The roll call vote was as follows: <br />AYES: Councilmembers Mohr and Scribner <br />NOES: Councilmembers Dennis, Pico and Mayor Tarvet <br />ABSENT: None <br />ABSTAIN: None <br /> <br /> The vote was then recorded for the original motion. <br /> <br />The roll call vote was a~ followS: <br />AYES: Councilmembers Dennis, Mohr, Pico and Mayor Tarver <br />NOES: Councilmember Scribner <br />ABSENT: None <br />ABSTAIN: None <br /> <br /> It was moved by Mayor Tarver, and seconded by Ms. Dennis, indicating that the City <br />intends to receive reimbursement for the $30,000 advance from grant, if possible. <br /> <br />The roll call vote was as follows: <br />AYES: Councilmembers Dennis, Mohr, Pico, Scribner and Mayor Tarver <br />NOES: None <br />ABSENT: None <br />ABSTAIN: None <br /> <br />01/04/94 4 <br /> <br /> <br />
