Council has changed development agreements allowing residential and <br /> retail uses in the business park, and allowed a business park to get out of traffic mitigation fees. <br /> He appreciated comments about being practical and being realists, but he had grand visions when <br /> Mr. Callaban said $6-$7 million would be available for a sports facility when the residential <br /> property got rezoned in the Hacienda Business Park there was the possibility of Lot 6 being <br /> available for a community park that could be up to 33 acres. The park condition has been <br /> around ten years without establishing what the fee should be. The last two years have been used' <br /> to discuss fees (which are not agreed upon yet), to get business input and to meet with the <br /> people who have the park reach a consensus plan. He did not believe there will be a sports <br /> park/community park in Hacienda Business Park due to the economic situation and the number <br /> of leads Hacienda is getting from businesses to purchase lots in the Park. <br /> <br /> Mayor Tarver continued, the surveys don~ in the past show that 58% of the residents <br /> additional park facilities, but don't want to be taxed anymore. I-Ie did not believe the community <br />-- would suppen a fee on the businesses. The maximum tax to be gotten from each business was <br /> $159 to $172 per employee. Right now the consensus plan is $100. He felt Condition 26 is still <br /> applicable and businesses have a commitment to pay for the impacts. The North Pleasanton <br /> Improvement District was formed to make all the road improvements; it raised the money, the <br /> improvements were made, and the City just made a refund back to the property owners for that <br /> District. The money came from interest income on the money that has been sitting for that ten <br /> year period to make those improvements. Money paid ten years ago is worth more than today. <br /> It is not fair to just assess those with condition 26 and it is not fair to assess all businesses on <br /> that commitment. Neither is it fair to have the voters approve a tax on business. Fairness does <br /> not come easily; someone always loses. He was sorry the City had lost some of its <br /> opportunities. <br /> <br /> Mayor Tarver acknowledged that the economy is down and the impact would be on small <br /> businesses. I-Ie felt past promises should be kept. He is working hard to have a community goff <br /> course and lighted sports fields, which he has promised. He felt there were many opportunities <br /> where entities want to help the City because they want something back from the City. Those <br /> agreements that were made with the development community were quid pro quo. Each deal is <br /> for that entity only and is not for all.
