She asked about Bank of America, Providian and <br />Cai Prop. and how they were included in the obligation. <br /> <br /> Mr. Swift stated that everyone listed on the table, except the last three, were required <br />to participate under conditions of approval for a major business park (either the Mozart-We/Is <br />Fargo complex, the Bernai Corporate Plaza or the Hacienda Business Park Phase I and Phase <br />ID. Recently, the City received several applications for new projects and rather than have thos~ <br />projects be approved and be able to take out building permits without participating in a new <br />development fee, Council added the condition. They are different in character because they am <br />not large business parks approved in conjunction with a business park proposal. <br /> <br /> Ms. Michelotti wanted staff to work with these people. She felt some might be willing <br />to participate on a voluntary basis. <br /> <br /> Ms. Dennis felt that business has made a tremendous contribution and felt the same <br />people that have made the contributions are now the same people who have stepped up to maim <br />one more. A level playing field and equity in the business community is important. Her <br />concern has been to attract large employers to the ei~mmunity for Pleasanton's economic vitality. <br />They require certain types of facilities and they look for things that are different than smaller <br />businesses. She felt this issue might send an unfriendly, anti-business message to large <br />employers who might locate in Pleasanton. She felt the City should purchase a location in <br />Hacienda Business Park because of the value offered to the business community as a location <br />near the Bart Station and the ability to attract visitors or employees who work nearby to attend <br />an event. The ability to light the fields and provide parking on the weekends is another positive <br />thing. She visited the proposed park sites and gave her opinions on each. She was uneasy <br />taking the business community' s monies and investing the funds far away from where people are <br />working. She is also concerned about the residents in Hacienda and wants to provide facilities <br />for them. If the Chamber of Commerce had stated that it did not want office land converted to <br />anything else but office use, she would have been relieved and not put residents in the middle <br />of a business park. She felt she had a commitment to the residents who felt that a park adjacent <br />to the residential development would be coming. She was enthusiastic about it because it would <br />combine fees from businesses with residential fees, so that there is a component of residential <br />payment in a facility located near residential use. Ms. Dennis viewed location of a park as a <br />corporate facility combined with the service of residential needs. She is willing to look at <br />raising fees for park use and making sure the City's fees are reasonable. Her concern is for the <br />equity issue and making sure that everyone pays a fair share. <br /> <br /> It was moved by Ms. Dennis to establish the fee of $100 per employee for the <br />conditioned projects; that Council use the CIP process to determine how and when business <br />sector fees wffi be spent, noting the priorities of residents, and including the business sector in <br />planning facilities; that acquisition of a park in Hacienda is a top priority and that is to be done <br />in advance of resolving the issues regarding assessment of the rest of the business community; <br />to support studying the Tri-Valley approach; and to postpone discussion of any further tax or <br /> <br />12/05/95 -17- <br /> <br /> <br />
