Simon Cohen, 6386 Beech Court, stated he was not against growth. His concern was <br />whether the impact of all the proposed homes had been taken into consideration. If there is <br />major traffic congestion on Bernal now, the issue of additional traffic should be addressed. If <br />a compromise is not reached, to what extent will San Francisco try to continue its efforts to <br />build here if the City does not follow through and come to some agreement by the end of the <br />time frame? He wanted to have lighted soccer fields as part of the project. He also asked for <br />some clarification on the golf course concerning if it is or is not associated with this project and <br />whether the project needs the revenue from the golf course to make it viable? <br /> <br /> Mayor Tarver said the number of residential units will go up if San Francisco processes <br />the project in the County. San Francisco needs the golf course if it is to proceed in the County. <br />He stated that the draft EIR is going through the final process. This will give some general <br />information on how the impacts are assessed in this project. Based on San Francisco's concern <br />about getting approval by Pleasanton, this has forced it to go to the County. He felt San <br />Francisco will go forward with the project in the County if it doesn't reach agreement with <br />Pleasanton. As it relates to the design of the project, if this project comes to Pleasanton and <br />some agreement can be reached as how to process it, then Mr. Tarver assumed that other <br />options would be looked at in order to satisfy some of Pleasanton's concerns. <br /> <br /> Mr. Cohen asked if the traffic and environmental concerns had been addressed by a <br />group associated with the City Counc~? <br /> <br /> Mayor Tarver stated that with the revised number of units at 1600-1900, there would not <br />be a level of service E at Bemal and Valley Avenues. <br /> <br /> Mr. Swift stated that means there would be improvements made at that intersection <br />because additional capacity would have to be provided on Bernal between Valley Avenue and <br />1-680. At some point, depending upon on the time frame for development of this site, plus the <br />rest of the build out of the City' s General Plan, additional capacity would be required at both <br />the northbound on-ramp to 1-680 and the southbound off-ramp. Improvements have been <br />contemplated for a long time by the City's General Plan with or without this project. The <br />widening of Bernal has been contemplated as has making improvements to the Bernal/I-680 <br />interchange in the future. In the long range scheme, the West Las Positas interchange is <br />currently in the General Plan, which diverts traffic that is currently at this section of Bernal and <br />puts it in a different location. If all the street improvements in the General Plan can be <br />developed in a timely fashion, development of this project at the 1600-1900 range, coupled with <br />the office and commercial development, should not create a level of service E situation on <br />Bernal or on any other City street. <br /> <br /> Mr. Cohen stated the locale caused him some concern, being so close to the downtown <br />area. He felt Pleasanton's appeal is the small town feel with its small streets leading to the <br />downtown area.
