Mr. Pieo asked how the acreage for the park in this project compared against the acreage <br /> that is proposed in the Staples Ranch project or the Laguna Oaks project. <br /> <br /> Mr. Swift stated that the Staples Ranch project provided improved park land at fourteen <br /> acres per 1,000 people. The Laguna Oaks project had four acres of improved park plus eight <br /> acres of unimproved park that included the Alviso Adobe. There were only 25 1 units in that <br /> project. That park dedication was far in excess of five acres per 1000 people. This project has <br /> the twenty acre community park and two five acre neighborhood parks; one in conjunction with <br /> the school. This plan, at 1600-1900 units, requires five acres per 1000, or 22-24 acre range. <br /> This is exceeding that. He stated that staff does not know yet if these are improved park lands. <br /> Staff is looking at the economic feasibility of the project with various options that are possible <br /> that cost money, such as: street improvements, low income housing, the open space fee that the <br /> County and East Bay Park District has asked as part of the City' s EIR, and the regional traffic <br /> fee that is being requested of new projects. All become potential costs and loss of revenue. <br /> <br /> Mayor Tarver asked if there were any progress on the discussions concerning the <br /> approval process between the jurisdictions. <br /> <br /> Mr. Swift stated different options have been discussed but no conclusion has been <br /> reached. <br /> <br /> Mr. Tarvet asked if multiple golf courses have been discussed. <br /> <br /> Mr. Swift stated the subject has been discussed with both the County and San Francisco. <br /> The County is not wedded to a golf course for this project, but if this were approved in the <br /> County, San Francisco would need this golf course as an absolute necessity for its plan. San <br /> Francisco has tentatively indicated that should the project proceed in Pleasanton that it would <br /> be willing to include as part of the process for a specific plan whether or not the golf course <br /> would be included in the project so that the community could see what the trade-offs am. The <br /> golf course is 150 acres +. It is a lot of land and it doesn't add significant value in terms of <br /> its own particular use. It does add value to the overall project because of the relationship to the <br /> housing in conjunction to the golf course. <br /> <br /> Mayor Tarvet opened the hearing for public testimony. <br /> <br /> Joan Tenbrink, 4265 Mindor Drive, wanted to let San Francisco know that there was <br /> a poll in Pleasanton and the residents said they would like to have only 0-500 residential units <br /> in this area. If the 1500-3000 residential units go in, the traffic impacts would be unbearable <br /> during commute times, and especially during fair time. Regarding the community park, she <br /> believed this would be a magnet area with stores and office buildings. She felt it would be more <br /> like the Amador Park near the Safeway shopping center. She did not think the proposed park <br />.... would be a residential community park setting. The process has gone on for a long time, people <br /> had been worn down and do not want to come to any more meetings. <br /> <br /> 12/04/95 -2- <br /> <br /> <br />
