Ms. Mohr stated the intent was to bring the matter back to Council with the Fair Board <br />as an applicant. <br /> <br /> Mr. Thompson felt the Fairgrounds has an enormous impact in the City. When certain <br />events come about the hotels, restaurants, and shopping are greatly impacted. What the Fair <br />Board has allowed in the past has not been accepted by the City and the light issue is one issue <br />where the neighbors have had enough. The neighbors have tolerated many things, but they will <br />no longer tolerate the lights. <br /> <br /> Ms. Dennis stated that the Curtolas have a lease agreement with the Fair Board and it <br />has granted them certain privileges and rights and the City is now telling them they have to go <br />through our process and it makes it more complicated for them. She referred to the other issues <br />Mr. Thompson raised that were health issues that need to be investigated. <br /> <br /> Ms. Michelotti stated that the Fair Board Directors told the Fair Manager that this issue <br />had to be worked out. They are the ones who can cause the owner to comply in some way or <br />work out something that is acceptable to everyone. <br /> <br /> Mr. Thompson stated that the Curtolas felt they had gone through the proper channels <br />to get the lights up. The Curtolas thought they only needed permission for the lights to come <br />from the Fairgrounds. He asked that someone be sent down to see the lights and garbage <br />problems before it gets worse or causes a health or fire hazard. <br /> <br /> Ms. Michelotti indicated the Liaison Committee will discuss this at the next meeting. <br /> <br /> Mr. Jones stated that their trees do not have to mitigate their environmental problem. <br />If this goes to development, the Rose Avenue area will lose 80 % of its trees. <br /> <br /> It was suggested by Mayor Tarver to have the Liaison Committee take to the Fair Board <br />representatives the indication that the Council expects the Fair Board to process whatever is <br />necessary through the City for approval of the lights on the golf driving range. If the Liaison <br />Committee is not successful in getting that to happen, the matter can be back on a Council <br />agenda for future action. He wants staff to pursue this like any other activity within the City <br />limits. For instance, if I want to put up lights for a tennis court, what would the City do if I <br />had not gotten a permit. Joe DeTata would investigate and follow the usual process. The Fair <br />Board should be treated like any other property owner because that is what it is. He appreciates <br />we want to keep the relationship with the Fair Board strong, but this has gone on for years and <br />the Board ignores our statements. This can go through the Liaison Committe~ or Code <br />Enforcement, but we will not ignore this situation any more. <br /> <br /> Ms. Michelotti asked if the Liaison Committee is addressing who is in control or are we <br />trying to address the light situation. <br /> <br />11/28/95 - 13- <br /> <br /> <br />
