Ray Thompson stated he met with the Curtolas and was disappointed with the response <br />he received. He stated that everything that has been done at the Fairgrounds had been done <br />without City knowledge and without getting the community involved in what was being done. <br />When the driving range first went in, the City knew nothing about it. The off-track wagering <br />facility was discussed with the City but the City didn't know when it would go in or what was <br />going on. It seemed like everything that the fairgrounds does is without City approval or they <br />don't allow public input as to how it will affect the people in the area. The fairgrounds acts first <br />and then informs the City of its plans. The residents were never told about the lights going in <br />and felt the impact to the residents' properties were never discussed. Mr. Thompson has <br />contacted Mr. DeClerq, Peter Bailey and the fire department about the problem of dumping <br />garbage on Rose Avenue. <br /> <br /> Ms. Mohr asked if there was a rodent problem? <br /> <br /> Mr. Thompson thought there probably was, since the fairgrounds has dumped their <br />garbage there for two years. Everything gets dumped, including what is cleaned out of the <br />barns. After the fair there were mattresses, old refrigerators, etc. <br /> <br /> Mayor Tarver stated that it sounded like a code enforcement problem. <br /> <br /> Mr. Thompson stated he tried to go through channels before bringing this problem to the <br />City. He went to Mr. DeClerq twice, Mr. Bailey, and finally went to the Fire Department for <br />help. He felt this is a deterrent by the Fairgrounds to try to stop development in the Rose <br />Avenue area. He believed the Fair Board is having problems with the existing residents and if <br />there is more development, the Fair Board will have more problems from the new residents. <br />He stated that now the trees have lost their leaves, the lighting reaches as far as Fair Avenue. <br />It's not stopping at Rose Lane. There was a meeting with Mr. Curtola on Saturday. It started <br />out well, but then they started becoming defensive and mentioning attorneys. <br /> <br /> Ms. Michelotti asked who artended the meeting with Mr. Curtola. <br /> <br /> Mr. Thompson stated he artended, along with David Jones, Pat Bitz, Mr. Curtola's son, <br />as well as Mr. Curtoh. He felt they had brought reasonable ideas to the table. It seemed that <br />when the Curtolas thought the solution might get costly, then they wanted to bring it a third <br />party (their lawyer). Mr. Thompson asked whether they could limit the time the fights were on <br />and at that point it did not become cost effective and that became the issue. He asked to have <br />the lights turned off during the winter, since very few people use the range in the winter, and <br />again a third party was mentioned. <br /> <br /> Mayor Tarver stated his feeling that the Fair Board is a property owner within the City <br />of Pleasanton and the matter should be handled like any other, and should have the code <br />enforcement officer discuss the issue with the property owner. There was resistance to this on <br />the Council and as mentioned, he would like the Liaison Committee to take this issue to the Fair <br />Board. <br /> <br />11/28/95 - 12- <br /> <br /> <br />
