Mayor Tarver commented that RO is getting water to keep in the VaLley for uses like <br />recharging the basin or selling it to another entity that needs the water. <br /> <br /> Ms. Mohr asked if it would be acceptable if we went to RO during a drought cycle to <br />recharge the basin. <br /> <br /> Mayor Tarver commented that you can put as much in the plant as you want as long as <br />you are not creating more capacity for growth. <br /> <br /> Mr. Pieo said that selling it to use for landscape irrigation and similar other kinds of <br />needs is acceptable. <br /> <br /> Ms. Mohr said she did not see anything in the influent limitation that encourages us to <br />do that. <br /> <br /> Mayor Tarver stated that the focus in trying to accomplish that goal has been urban limit <br />lines. <br /> <br /> Ms. Mohr stated that if we knew there were no infiuent limit and we could RO additional <br />water for a higher density inf'dl project along the 680 corridor which would slow down the loss <br />of Traey farm land, etc., would this not preclude such action? <br /> <br /> Mayor Tarvet commented that there were two issues: how to increase the limitation and <br />the sunset clause. <br /> <br /> Ms. Michelotti said it seems like the focus has been on the build-out of the General Plan, <br />not more residential units, and whether recycling would increase that in some way. On the <br />commercial side of this, the high water users were taken out of that. There may be a time in <br />the future that changes and it isn't being planned for. If in the future something like this <br />happened, how can that be addressed? <br /> <br /> Mayor Tarvet said if you create jobs,you create traffic and impacts. It's all right to <br />recycle and use it for other applications but just don't increase the capacity for residential <br />development more than has been asked for. He cannot see a deal unless there is a limit. The <br />traffic mitigation and urban limit line, whether its an urban limit line or capacity that sets the <br />limit, are what he is after. <br /> <br /> Ms. Michelotti asked if he could compromise at year 2006 with 2/3 vote and have the <br />limitation terminate in the year 2015. <br /> <br /> Mayor Tarvet said if there are limits, yes; if no limits, no.
