Ms. Dennis said the urban limit lines are very important and that density was her biggest <br />concern. The things outside the line shouldn't be dealt with until the General Plan is built out. <br /> <br /> Ms. Mohr asked if the urban limit line is seen as being what curren~y shows in the <br />General Plan as our potential service area. <br /> <br /> Ms. Dennis thought yes, and also for Dublin and Livermore. <br /> <br /> Mayor Tarver believed that there is no way this community will vote for an expansion <br />that is unlimited and without control. <br /> <br /> Ms. Michelotti stated that if we have an agreement that states we will build out the <br />present Genera] Plan, it might entice DSRSD back to the table. She felt Pleasanton needs things <br />to negotiate with, or flexibility. Hayward stated it will accept some sort of compromise. <br />Mitigation fees are set and Hayward wanted the urban limit lines set. The in~uent/effluent issue <br />was the only question. <br /> <br /> Ms. Mohr stated that she could accept a sunset in 2006 with a 2/3 vote. <br /> <br /> Ms. Michelotti felt if Pleasanton had the ability to talk about the year 2015, it might <br />make a difference. <br /> <br /> Mr. Roush stated that the difference was that DSRSD says it cannot agree to a service <br />area boundary because it is a service provider. Council needs to talk to Dublin or San Ramon <br />for those communities to develop an urban limit line. <br /> <br /> Mayor Tarvet stated that eliminating the influent cap to the year 2006 with the 2/3 vote <br />was the staff's idea on how we could break the impasse. Influent with recycling is free for <br />landscaping or for P1easanton's use. <br /> <br /> Ms. Michelotti stated that a complete sunset at year 2015 is another point. <br /> <br /> This matter was then continued to the 11/28/95 agenda. <br /> <br />Item 6n <br />Alameda County TEA Grant ADDlieafion - P!easanton/Sunol Historic Railroad. <br /> <br /> This item was continued to the 11/28/95 aggnda. <br /> <br />11/21/95 -30.- <br /> <br /> <br />
