The roll call vote was as follows: <br />AYES: Councilmembers Dennis, Michelotti, Mohr, Pico, and Mayor Tarver <br />NOES: None <br />ABSENT: None <br />ABSTAIN: None <br /> <br />Item 61 <br />Informational reoort on the Draft Environmental Imnact Renort fDEIR) for the transfer <br />of water entitlemerits from Berrenda Mesa Water District for use in the Doughert_v Valley <br />Area. (3R95:395) <br /> <br /> Randall Lum presented the staff report. <br /> <br /> Mayor Tarvex asked if there was headway made to make this a formal public hearing in <br />Dublin instead of a workshop? <br /> <br /> Mr. Lum said a formal request was made by letter. <br /> <br /> Mayor Tarvex asked if Mr. Lum knew how the workshop would be run. The last <br />workshop was more a presentation and did not have much dialogue. He was interested in getting <br />public comment on the record. <br /> <br /> Mr. Roush replied that Berrenda Mesa is not required to conduct a public hearing on the <br />draft ~IR. It is holding the workshop as an accommodation to Pleasanton. The public can <br />comment through December 4th on the draft EIR but the workshop on the 27th is not a public <br />hearing. <br /> <br /> No action was required or taken by the Council on this item. <br /> <br />Item 6m <br />Status renort of LAVWMA/EBDA negotiations. (SR95:388) <br /> <br /> Randall Lum presented the staff report. <br /> <br /> Mayor Tarvex stated that there have been a series of meetings between the agencies' <br />members to see if a compromise can be forged. The whole idea of coming back before Council <br />was to give direction to our representatives as to what are negotiable/non-negotiable items, and <br />what we are and are not satisfied with, so that the members can present Pleasanton's position <br />to the full Board on the 29th. The hope is to come up with a counter-proposal as quickly as <br />possible and then to sit down at a joint meeting of LAVWMA and EBDA and see if we can <br />come to an agreement. That agreement would then go to the Pleasanton and Livermore voters. <br />The big issues are how the Council feels about the traffic mitigation, about urban limit lines, <br /> <br />11/21/95 -24- <br /> <br /> <br />
