It was moved by Ms. Mohr, and seconded by Ms. Dennis, to adopt staff's <br />recommendation and adopt Resolution No. 95-136, declaring $1.8 million as surplus in the <br />Assessment District, instructing the Finance Director to credit the surplus to the property owners <br />in the District on the 1996-97 tax roll except as otherwise provided, and closing out the District. <br /> <br />The roll call vote was as follows: <br />AYES: Councilmembers Dennis, Michelotti, Mohr, Pico, and Mayor Tarvex <br />NOES: None <br />ABSENT: None <br />ABSTAIN: None <br /> <br />Item 6k <br />1994-95 Financial Report. (SR95:386) <br /> <br /> Susan Rossi presented the staff report. <br /> <br /> Mayor Tarvex asked if there is revenue that the City is moving around that could have <br />been programmed in future years when it was appears to be collected. If it is not identified as <br />C1P money, then Council has to take an action to transfer $1 n~illion into the CIP program. <br /> <br /> Ms. Acosta stated that was the recommendation by staff. <br /> <br /> Ms. Rossi stated the money shows as a reserve in the General Fund. <br /> <br /> Ms. Acosta stated that there is $1.7 million that has not been designated yet. <br /> <br /> Ms. Rossi states that staff is recommending that the funds be put in the capital project <br />reserve which is a broad designation. The funds come from salary savings, one time money and <br />an accounting adjustment in accordance with City policy. <br /> <br /> Mr. Pieo commented there was a new set of auditors so they may look at things from a <br />fresher and different perspective. Does this result from the auditors or is part of the GASBY? <br /> <br /> Ms. Rossi replied that it is part of the GASBY. The interpretation is different than we <br />thought it was going to be. <br /> <br /> It was moved by Mr. Pico, seconded by Ms. Michelotti, to adopt the staff's <br />recommendation and to adopt Resolution No. 95-137, approving the Operating Budget and <br />Capital Improvement Budget carryovers; fully appropriating the General Fund Balance; fully <br />appropriating all other balances to contingency reserves designated for existing and future, <br />known and unknown, obligations; and amending the 1994-95 Operating Budget by increasing <br />revenue projections by $24,175, appropriating an additional $75,785, and approving an increase <br />in net operating transfers in by $31,317. <br /> <br />11/21/95 -23- <br /> <br /> <br />
