about the limits to influcnt, about the use of RO for irrigation versus the use of RO to increase <br />capacity and about how capacity would be expanded in the future. He is hopeful that DSRSD <br />will tell LAVWMA if there is something that it can identify beside philosophy that is causing <br />it the greatest amount of discomfort. DSRSD thinks we are controlling it by limiting infiuent. <br />There is something driving DSRSD not to want to see infiuent measured and he thought that was <br />the Dougherty Valley project because DSRSD is obtaining water from Berrenda Mesa to serve <br />Dougherty Valley. He assumes D.qRSD would also sewer it because DSRSD has stated it needs <br />to buy as much sewer capacity as it can to provide the recycled water that is in demand. He <br />wants DSRSD to say it will be able to handle the Dougherty Valley and not come back and say <br />the issue is control, not being dictated to and that DSRSD can't give away its fight to be a <br />service agency. Livermore hasn't taken an official position on these issues that he knew of. He <br />does not care about the traffic mitigation issue. He shares the concerns of the other agencies <br />and Hayward needs to specify how it will use the money and what the nexus is. Livermore <br />wants definite urban limit lines and Pleasanton has the same feeling. A sunset provision was <br />acceptable if the agreement can provide a vision of what the future will be for the next twenty <br />years or have something that provides the community with an assurance of what will be there <br />in the future. <br /> <br /> Ms. Michelotti asked the Mayor to clarify his comments about the sunset provision. <br /> <br /> Mayor Tarvet replied it means a date when the limitations of the agreement cease. He <br />felt there is a natural sunset in 2020 when BBDA ceases to exist. <br /> <br /> Ms. Michelotfi clarified that the sunset date might bca point of compromise. <br /> <br /> Mayor Tarvet said a date is not set. Hc mentioned the year 2020 because BBDA ceases <br />to exist and it is natural to say when that happens other things go away. Maybe someone will <br />want to cut the date back fifteen years but that is negotiable. If it can bc worked out, fine. <br /> <br /> Ms. Michelotfi stated that the meeting with BBDA/LAVWMA was fruitful in that it <br />opened the door for rcncgotiations. She felt hopeful that it might be able to get something going <br />again. The representative from Hayward seemed to feel that the only ar~ of compromise was <br />on the infiuent limitation as it related to recycling. DSRSD opposes urban limit lines because <br />of growth control. Hayward seemed to say it will accept reasonable things but it was peinted <br />out that the urban limit line levels were being driven by Pleasanton. On the recycling she would <br />like some discussion since it seemed like it tries to take advantage of advanced technology. One <br />point brought up through the Economic Development Advisory Committee was to use that water <br />for landscaping. <br /> <br /> Mayor Tarvet stated that the issue goes beyond recycling. He hasn't heard a single <br />agency say it would mind if the water is taken and used for irrigation. What keeps being said <br />is we don't want DSRSD to use it for a new capacity. We don't want this wastewater recycled <br />to recharge the groundwater in order to service another 30,000 units. He doesn't have a <br />problem with DSRSD processing as much sewage of it wants to if it is used it for landscaping <br /> <br />11/21/95 -25 - <br /> <br /> <br />
