Ms. Michelotti commended NPID for the foresight and administration for getting the
improvements done.

Ms. Mohr commented that during the 80' s that the people involved with NPID never said
no to any request that was made. She felt it unbelievable that there are funds left over.

Mayor Tarvex commented that this is an example of what should be done and commended
the participants in the District.

It was moved by Ms. Michelotti, and seconded by Ms. Mohr, to adopt the staff
recommendation and to adopt Resolution No. 95-135, providing for partial distribution of surplus
funds in Assessment District 1982-4, North Pleasanton Improvement District No. 1.

The roll call vote was as follows:
AYES: Councilmembers Dennis, Michelotti, Mohr, Pico, and Mayor Tarver
NOES: None
ABSENT: None
ABSTAIN: None

Item 6i
' Closing the Im_orovement Fund for the North Pleasanton Improvement District No. 3
Assn~nent District No. 1986-9. and declarin~ a surnlus in the Fund. (SR95:392)

Randall Lum presented the staff report.

Mayor Tarver commended the District Steering Committee for its working this issue out.

Tom Terrill, Steering Committee member, stated that he agreed that after this district
closes, any funds received will be under the Council's control.

Ms. Michelotti commented that the mount could be as high as $7.4 million.

Ms. Acosta said it is more than that if you include Dougherty Valley.

Mayor Tarver said it is not Council' s intention to be unfair with the property owners that
built the improvements. The concern is that the City is getting the reimbursement for regional
traffic impacts that were not conceived of at the time the improvements were done and therefore
there will be additional mitigation needed.

Mr. Terrill didn't think the Steering Committee wanted to stand in the way. It would
like to see the 580/680 flyover get done and hopefully this money will help that.

11/21/95 -22-
