The roll call vote was as follows: <br />AYES: Councilmembers Dennis, Micheloff, Mohr, Pico, and Mayor Tarvex <br />NOF_,S: None <br />ABSENT: None <br />ABSTAIN: None <br /> <br /> Ms. Michelotti recognized the good relationship the City has had with Viacorn. <br /> <br />Rea~uest of the Presley Comnanies to extend date to ~e a Final Man for Phase H of the <br />Laurel Creek Estates Project. (S1~5:376) <br /> <br /> Brian Swift presented the staff report. <br /> <br /> Ms. Dennis stated that when she met with the developer's representatives, they raised the <br />issue that the sewer improvements were not designed in a way that was typical of other <br />subdivisions. <br /> <br /> Mr. Swift stated that there was a large creek that runs through the middle of the Presley <br />project. Extensive grading on the south side is necessary to accommodate the approach to the <br />bridge as well as for the residential units that would be built in that area. The road would reach <br />a high point near where the existing Foothill Reservoir is, then would drop down until it crosses <br />the creek, and then rise back up again to the saddle where it then drops down to Dublin Canyon <br />Road. Because of the trail in the middle, it is not possible to do the sewer system in a way that <br />would allow gravity sewers without having the sewer line run parallel to the creek out to Foothill <br />Road. In order to run the sewer line parallel to the creek out to Foothill Road, the sewer line <br />would have to cross either an adjoining property owner's property, who has not indicated that <br />he would be willing to have the sewer line cross that property, or would have to run in a <br />location that would have very steeply sloping banks, with large trees and other habitat area. The <br />staff felt the EIR that was done for the project indicated that it would not be desirable to have <br />the sewer line in that location. It is not the line that is the problem but the City requires access <br />to sewer lines and manholes are normally installed about 300 feet apart. The sewer system is <br />designed on the south side of the creek to drain by gravity to Stoneridge Road. On the area to <br />the north of the creek, the sewer line does two things that are not usual. It gets to be quite deep <br />in the area where the saddle is so that it can flow as much by gravity as possible. Several lots <br />located to the most southerly portion of the area would be sewexed by a grinder pump (private <br />sewage systems) since the houses are below the gravity line. This was done for a cost saving <br />measure rather than having to build a lift station at the low spot in the swell. Lift stations are <br />expensive to maintain and expensive to build. <br /> <br /> Ms. Michelotti asked by extending the date to September 1996, how does the growth <br />management work into this.
