Sandra Ryan, 3245 Chardonnay Drive, supports the transfer of the franchise. She was <br />pleased with the relationship held with Viacorn and hoped to continue it with TCI. Channel 30 <br />plays a unique role in Pleasanton. It not only has all of the City Council meetings and many <br />other public meetings but it broadcasts very unique programs like the 580/680 news, Media <br />Round-Up, local sports and provides an opportunity for the people of the community to hear <br />about what is going on locally. In negotiating this transfer, the Board of Directors of the Tri- <br />Valley Community Television requests that TCI support the local public television in three ways: <br />1) promote CTV and the local community broadcasting by continuing to play thirty second spots <br />on CNN, Discovery and the major channels. Viacom has broadcast information about the <br />580/680 news and other programs so that other people who haven't discovered this can watch <br />this as they watch other channels; 2) promote Channel 30 in their sales material. Provide CTV <br />the opportunity to insert mailers into the bills at least twice a year so that CTV can communicate <br />with the viewers/subscribers, possibly promote different shows that are being offered in the <br />future or possibly raise funds; and 3) restore all three channels. When the upgradc of the cable <br />system is complete and over seventy channels will be received, CTV requests that the three <br />channels be available. <br /> <br /> Darla Stevens, 4663 Bernal Avenue, is the Executive Director of CTV Channel 30. As <br />TCI comes into the system, this would be an opportunity to look into the future. Local <br />television is needed now more than ever. The community needs to see reality and there was <br />nothing more real or basic than the community. If television shines a light on things that go on <br />in the community, the efforts people make, the fabric of life, all the non-profits, all the agencies, <br />all the education that can be done through help, that is what this is all about. Livermore, <br />Dublin, Pleasanton and San Ramon have supported the core funding for much programming; <br />probably the most prolific geographical area in the United States. People have talked about three <br />channels being returned to the public sector. There are many times when things need to be <br />simultaneous; like when the School Board meeting is the same night as the City Council <br />meeting. If you can't stay up to watch the City Council meeting you might want to see it the <br />next morning. The option of having playback scheduling is crucial. <br /> <br /> Linda Lucas, 4848 Golden Road, stated she is a member of the CTV Board. It is an <br />important issue to have PEG channels. If CTV c, an have the same wonderful relationship with <br />TCI as it did with Viatom, CTV might be able to expand to the third PEG channel and felt it <br />would be a wonderful opportunity for the City of Pleasanton. <br /> <br /> There being no further testimony, Mr. Tarver declared the public hearing closed. <br /> <br /> It was moved by Mayor Tarver, and seconded by Mr. Pico, to continue this item to the <br />11/28/95 agenda with the understanding that a subcommittee of the Council would meet with <br />TCI and Viacom to resolve the three channel issue, the control of those channels and discuss <br />how the non-compliance issues will be resolved after the transfer. <br /> <br /> 11/21/95 -17- <br /> <br /> <br />
