Ms. Micheloff believed this was to be an individual survey. <br /> <br /> Ms. Acosta commented that she has not agcndized that issue yet. She is on a committee <br /> state-wide that will make recommendations to the Commission on behalf of all cities. Once she <br /> gets further on that matter, it will be agendized. <br /> <br /> Mayor Tarver said he would like to see Council take a position about the Constitutional <br /> Revision's Commission's recommendations. <br /> <br /> Ms. Michelotti asked if he would like to bring his questions before Council? <br /> <br /> Mayor Tarver felt that what ABAG is trying to do is get a sense of where the people are <br /> standing on issues. He doesn't care where other people are standing, he wants to represent <br /> Pleasanton. <br /> <br /> Ms. Acosta stated she was an officer of the City Managers division of the League of <br /> California Cities and the group will be developing some recommendations. <br /> <br /> Ms. Dennis did not feel comfortable filling out the survey, because every time them has <br /> been a conversation about this subject she learns something new and the product from Council <br />-- discussion is much better than what she had to offer individually. The issues are complex and <br /> she questioned the purpose of the survey. <br /> <br /> Ms. Michelotti stated at the ABAG meeting they discussed how community charters could <br /> be created. This is a problem area with many people because it is so nebulous. Is this supposed <br /> to get things more simplified or does it make it more complicated. Basically, the feeling was <br /> there needs to be more information. <br /> <br /> Ms. Acosta stated the focus of her group's discussions was defining what it is and what <br /> it isn't. The answers that the Commission is given at this point is ~yes~ to anything you say you <br /> think it could be, because it is permissive. As this is explored, the idea is that while it is <br /> intended to be cooperative, many folks won't cooperate unless forced to. People are doing <br /> things because there is not enough money to go around or there is a *super environment* <br /> including discussions on regional planning, etc. There might be some incentives in the first few <br /> years that might create the cooperation to bring a process together. After a period of time those <br /> incentives might not be there. This is an approach that has been used in the past that can be <br /> fairly effective in trying to stimulate the cooperation. <br /> <br /> Mayor Tarver wanted to be prepared because if this goes forward they will need to do <br /> a community charter because once established you cannot be threatened by other charters. <br /> <br /> 11/14/95 -19- <br /> <br /> <br />
