LAVWMA/EBDA Negotiations

Mayor Tarver asked when the LAVWMA/EBDA negotiations and modifications to the
agreement will be coming before the Council. A group of individuals did sit down and try to
hammer out what it would be like or what might be recommended. One option is going before
LAVWMA tomorrow night and that might lead to significant debate. It won't lead to a decision
because we can't vote without it coming back to Council and getting some direction. He felt
uncomfortable because he is trying to represent a Council position that hasn't been taken yet.

Ms. Acosta thought everyone would be in the same position, since the other members
won't see it until tomorrow night.

4. CLOSED SESSION

Council adjourned to a closed session at 10:05 p.m. to confer with legal counsel
regarding pending litigation (Alameda County_ Land Use Association v. City_ of Ha_vward.

6. ADJOURNMENT

There being no further business, the meeting was adjourned at 10:30 p.m., to meet again
in a regular session on November 21, 1995 at 7:00 p.m., in the City Council Chambers.

Respectfully submitted,

11/14/95 -20-
