Ms. Michelotti believed the group thought since it had requested the item agendized, that <br />it was a completed process. Council did not say at that time there wasn't support for the item <br />or that it would not be put on the agenda or that it will be looked into. By not giving a definite <br />answer, the Committee assumed it would be put on the agenda. <br /> <br /> Mr. Pico commented that there is a gap in terms of what the process is. He felt then'~ <br />was a process, but that it was not written down formally for how appointed boards and <br />commissions are able to present their positions and move their issues up to the Council for <br />consideration, especially from an advisory committee that has a staff member associated with <br />it. There are no problems with some of the Commissions because Council usually see~ a staff <br />report and recommendations. It might be helpful to outline the process in the Council <br />procedures and aim in the handbook for new committee/commission members. If there is an <br />emergency situation, he was sure there is a way to accommodate this. He asked staff to go back <br />and look at the concerns that have been raised and see if there are any other changes that need <br />to be brought back to Council at a future date. <br /> <br /> Ms. Acosta stated that when Council does have people stand at the podium and make <br />requests, it would be helpful to staff if there was a decision from the Council (concurrence or <br />no interest in pursuing). <br /> <br /> Mayor Tarver agreed Council needs to take action, but many times the silence is saying <br />Council is not interested in pursuing an issue. <br /> <br /> Ms. Dennis recalled that because the LAVWMA meeting was taking place the next night, <br />there was some urgency in the request to do something in advance of the meeting even though <br />the Mayor suggested the Committee go to the LAVWMA meeting. <br /> <br /> Ms. Acosta commented that the other odd thing was that the Committee did not know <br />was that Council had already directed its representative to do what the Committee was <br />requesting. <br /> <br /> Ms. Michelotti felt frustrated that an individual can request something be put on the <br />agenda, but a Councilmember needs two other members to support a request. She understood <br />the reason was so that one Councilmember cannot place on a agenda an item that the rest of the <br />Council does not support. <br /> <br /> Mayor Tarvet indicated everyone is being treated equally. It takes three votes to put <br />something on an agenda, whether from the public podium or from a Councilmember. <br /> <br /> Ms. Acosta stated that staff received letters periedieally that brought up requests for <br />things. An example is the Pat Mitchell sewer transfer request. Some can be taken care of at <br />a staff level but if it is a policy issue requiring Council to make a decision, staff will submit this <br />to Council for determination. <br /> <br />11114/95 -17- <br /> <br /> <br />
