Mr. Pico felt the last sentence in that section could be struck.

Mr. Roush discussed that there was some concern about whether it was implied that all
of the Council would be taking pan in these interviews and this was put in to make sure that was
an option. There was concern about when the interviews would lake place and making sure the
full Council was aware.

Mayor Tarver commented that the meetings will be noticed because there may be a full
Council or a majority of the Council. There will be whoever is interested in attending, whether
one or all of Council.

Mr. Pico suggested that under "Appointments"; paragraph A1 that the second sentence
starting with "the Council may also decide" be struck and substitute with "the Mayor and any
interested Councilmembers shall be invited to interview all candidates".

Ms. Michelotti asked if there was some concern that there my be an instance where the
Council might want it to be a full Council decision, rather than an appointment, or does that
ever happen.

Ms. Acosta commented that this process allows for the full Council to participate in the
interviews. The ultimate decision is the Mayor's, with the Council ratification.

Mr. Roush wanted clarification that the language is to be changed to reflect that the City
Clerk shall initiate a notice to be advertised for a minimum of thirty days rather than having the
Mayor direct that the notice be advertised. This would deal with the situation where there was
not an incumbent eligible for reappointment.

It was moved by Mr. Pico, and seconded by Mayor Tarver, to accept the revised
language modifying the procedures to provide (1) that the Mayor may waive the
application/interview procedures if an incumbent board member/commissioner wishes, and is
eligible, to serve an additional term and (2) that the City Clerk will advertise any open position
and (3) that an applicant will be interviewed by the Mayor and any interested Councilmembers.

The roll call vote was as follows:
AYES: Councilmembers - Dennis, Michelotti, Pico, and Mayor Tarver
NOES: None
ABSENT: Councilmember Mohr
ABSTAIN: None

Ms. Michelotti referred to the procedure for putting something on an agenda. She asked
-- for clarification on how a member of the public can have something put on the agenda.

11114195 -15-
