Mayor Tarver stated that 99 % of the time, it is the practice to reappoint people to their <br />full eight year term. Unless someone is not doing what needs to be done and there is some <br />question by the Council, then that person should and will be reappointed. He stated many <br />people are not concerned about what commission or board they serve on, they just want to serve. <br />A large number of people check all the boxes and their failure to check a box could miss an <br />opportunity to be on a board that has an opening versus checking a box where there isn't an <br />opening. It is his intention to reappoint someone who has served a first term on a commission, <br />who has done a good job, and when there is no reason to change. He will exercise this option <br />and will notify Council of his intentions. <br /> <br /> Ms. Miehelotti asked about the alternates and their expectations of being moved up to <br />a vacated position. <br /> <br /> Mayor Tarvet did not believe that was the same process. The alternate doesn't <br />automatically fill in, but again it is up to his discretion. He felt at that point there would be a <br />need to go through the whole interview process, because if the alternate were appointed to a <br />regular position, then the alternate position would be vacant. <br /> <br /> Ms. Miehelotti then referred to the interview process. <br /> <br /> Mr. Pico stated that it pertains to the interest that various Councilmembers have in the <br />particular vacancy. He had seen appointments for Planning Commissioner where there has been <br />the whole Counc~ involved in the interview process. <br /> <br /> Ms. Michelotti referred to page 2 1 of the procedures and asked if there really needs to <br />be a quorum of the Council to hold interviews. Could only a few members or just the Mayor <br />interview, then have ratification by the whole Counc~? <br /> <br /> Mayor Tarver stated that the interviews are scheduled and Council is notified. Those <br />who were interested show up. He stated that the Council may decide that the full Council or <br />subcommittee may interview the candidate. That has not been the practice. <br /> <br /> Ms. Acosta said that there was a period of time that this was being brought forward to <br />the Council to decide which process it would be using. The last line quoted says 'the procedure <br />shall be for the whole Counc~ or a quorum to conduct the interviews.' She did not think that <br />was exactly clear and that language could be adjusted. The procedure could include either the <br />full Council or any members along with the Mayor who are interested. That is really what <br />happens. <br /> <br /> Mayor Tarver stated that in his experience only one or two other Councilmembers <br />participates along with the Mayor in the process. The interviews are set on his schedule but the <br />other Councilmembers schedules are considered to accommodate as many people that are <br />interested in attending. <br /> <br />11/14/95 -14- <br /> <br /> <br />
