Councilmember can only continue an item once and he believes a Councilmember will have a
good reason. Council should not debate whether an individual Councilmember has a good
reason.

Ms. Michelotti stated she did not think it was fair to have your mind made up before the
meeting to come in and cancel the item. If there are concerns, it should come up ahead of time
and have staff, the applicant and other Councilmembers are notified so that their time isn't
wasted. When she has questions, she calls people for answers.

Ms. Dennis felt the rule is a potential benefit to the diversity of the community and
making sure that we have all the issues on the table when we want to have them there. That's
why she didn't question it when it has been used to inconvenience her.

Mayor Tarver questioned Ms. Michelotti's desire to know 'whys. He felt that is making
a judgment.

Ms. Micheloff stated that when someone comes to a public hearing expecting an issue
to be discussed, is not notified that there are any concerns, and then someone wants it continued
with no explanation, it seems unfair.

Mr. Pico agreed with Ms. Michelotti. He has asked for continuances on two occasions
and in those cases, he has notified staff as far in advance as possible to make sure that they
notified the applicant that there is a pwblem and that he would be requesting a continuance so
they would not show up without advance notice. He felt it was common courtesy to extend such
notice to the applicant. He felt the procedure that allows any Councilmember to continue an
item is fair, and he urged all Councilmembers to use continuances with discretion.

Ms. Michelotti commented that she will not use this rule because it goes against her
personal integrity and feelings.

It was moved by Mr. Pico, and seconded Ms. Dennis, to not modify the Council
Procedures and Policies regarding continuances.

The roll call vote was as follows:
AYES: Councilmembers - Dennis, Pico, and Mayor Tarver
NOES: Councilmember Michelotti
ABSENT: Councilmember Mohr
ABSTAIN: None

Ms. Michelotti commented that if the Mayor plans to reappoint a person and not advertise
for other applicants that Council get notification ahead of time. She understands the desire to
not get someonc's hopes up if the position is already f-filed, but by not taking applications, you
lose the chance to find other people who might be interested in the position.

11114195 -13-
