Mayor Tarver did not share Mr. Dixon' s views and felt the citizens are the issue; their input, their knowledge and understanding, not Zone 7's influence or contracts with the State Water Project. Zone 7 is a purveyor of water to citizens. Council will hear from the citizens when the water rates go up and Zone 7 is making decisions that affect water supply and water rates. We will hear from the people first hand. Mr. Dixon indicated this had been on Zone 7' s agenda in December and no one appeared at the meeting. It was moved by Mr. Pico, seconded by Ms. Michelotti, to accept the staff report, to express appreciation for the fine job staff did in summarizing a very complex issue, and to thank Zone 7 for appearing to answer questions. (3R,95:365) Randall Lum presented the staff report. Mayor Tarvet asked that the appointments be continued as part of the other Council Committee appointments on the 12/5/95 agenda. The matter was continued. Item 4b Consideration of ch~n~es to City Council Rules and Procedures. (SR95:362) Michael Roush presented the staff report. It was moved by Mr. Pico, and seconded by Ms. Dennis, to approve staff recommendation concerning television appearances by the Mayor and City Councilmembers during an election years. It provides that City Council shall not schedule a call-in talk show during September and October of an election year; if the Mayor is running for m-election, the Mayor shall not appear on the Mayor's Report during September or October; and Councilmembers not running for re-election shall appear in the Mayor's stead. 11/14/95 -10-
