Ms. Michelotti asked about the dissatisfaction with the rate of growth. She asked if the <br />open ended question on the growth rate was taken into consideration with this question. <br /> <br /> Mayor Tarver commented that transportation facilities were not talked about. He stated <br />that it was as large an issue or greater than the water quality issue. <br /> <br /> Ms. Acosta stated that a list will be made with the highest to lowest positives and from <br />the highest to lowest negatives. With that staff will look at the negative issues and see if <br />something might be done in that area. Having both perspectives will help to develop an action <br />plan. <br /> <br /> Mayor Tarver asked if there was a way to introduce dollars to services. The question <br />is asked about knowing the amount of money that is spent on a program and is the recipient <br />satisfied/very satisfied/somewhat satisfied, etc. Liking the service is one question and the other <br />issue is whether the service is liked at this cost. It was stated that there was not much support <br />in the community for facilities, yet the request for a community center got a 58% positive <br />response. It seems there was less opposition to that kind of facility than there was to other <br />additional facilities. Was that based on paying additional money for it? <br /> <br /> Ms. Franz stated the opposition begins when funds from the community are needed to <br />fund a facility. The City needs a 2/3 vote to pass a tax and she would like to see more than <br />58 % of the community requesting the facility. <br /> <br /> Mayor Tarver stated that there are discretionary funds and capital improvement projects. <br />There are capital improvement hearings and the community is asked what it wants. That process <br />is driven by persons in the community who have a particular slant on the facilities they would <br />like developed versus asking the community as a whole what it would like done. <br /> <br /> Ms. Acosta commented on the question of whether the service/facility was used, as a way <br />to rate the service. <br /> <br /> Mayor Tarver asked if the survey was available to the public as well as the previous <br />survey. <br /> <br /> Ms. Acosta stated a copy will be available at the library in the future.
