controlled. There was little support for additional property tax funding to support the
development of additional facilities. There was little dissatisfaction with traffic and
transportation, but she encouraged the City to contact the Wheels program and have them
publicize its availability.

Ms. Mohr commented that she does not use the fall leaf program, but instead puts the
leaves in the compost can for pickup. Twice a year there is a leaf and yard waste pick-up and
those are set days. She wondered if some of the non-use of the program is that it happens to
be on weekends when people aren't home or for some reason it might not be convenient. She
asked if Ms. Franz looked at any of the reasons why this program was not utilized.

Ms. Franz stated they did not ask if the program was used or not, so she did not know
the percentage of the respondents who used the program. She asked the residents if they thought
it was an important program and how well they thought the City was delivering it.

Ms. Mohr mentioned that other communities have a once/twice a year trash pick-up day.
She asked if that was inquired about.

Ms. Franz indicated she had not, but it could be addressed in another survey.

Ms. Dennis asked why Ms. Franz asked for an adult male or female at least eighteen
years old versus asking for the head of the household.

Ms. Franz felt that women tend to be home more frequently than men, women tend to
answer the phone and if you ask a child for a parent they usually ask for the mother. So without
being more specific, the survey tends to reach middle age women only. If you ask for the head
of household, women project themselves as the person to' speak to even if there are two adults
in the household.

Mayor Tarver asked why the distinction between three responses - limit development,
limit or stop growth and limit residential growth - was used in asking respondents what they
would change about the City.

Ms. Franz broke these out because the firm believes in strong distinctions between what
people say and what they mean. It could have been lumped together into less growth/no
growth/stop growth but she felt that information would not have been as useful as planning
information.

Mayor Tarver stated that 118 people were lumped as "other", and he asked if it were
possible to get those responses to look at the actual responses.

Ms. Franz offered to turn over the questionnaires.

11/07/95 -6-
