Avenue, as there appears to be a stack-up problem. One problem was the School District
changed the time school starts.

Verona Development Parking Problem

Frank Evangelho, 5668 Belleza Drive, stated that the Verona development was approved
on the basis of utilizing the garages for parking. Parking had been a problem during the
holidays, but now the parking problem exists on a dally basis. The development is not finished
and there is at least eighteen units that have not been occupied yet. Mr. Evangelho stated that
City staff has tried to work with Signature Properties as well as with the Hacienda Business Park
Association to try to get this parking problem resolved. He suggested that West Las Positas be
used for excess parking but the Hacienda Business Park Association is against the idea. He
asked Council to help the Verona development residents find more parking.

Mayor Tarver commented that staff had been working to solve this problem. He felt that
a Councilmember should work with the staff, the neighbors, Hacienda Business Park Association
and Signature Properties to resolve the issue or bring it forward with options to the Council.

Ms. Mohr asked Mr. Evangelho to bring this issue back to the next Council meeting,
along with some maps of the area so that Council can see specifically what is being addressed.
She also mentioned the parking problem around the fairgrounds and how the problem was solved
by allowing parking in the evening when there was minimal fair traffic. Maybe parking on the
street when the Business Park is empty might be acceptable.

Mayor Tarver asked that Ms. Mohr work with Mr. Evangelho and staff rather than
agendize the matter at this time.

Ms. Michelotti asked if the apron of the driveway into the garage was being utilized.

Mr. Evangelho stated that some people do use it. Some driveways are longer, but it has
to be eighteen feet long to be a legal parking space. A lot of units only have four to five feet.
There are very few units that have big enough spaces to use that.

Ms. Mohr asked that Mr. Evangelho bring a copy of his CC&R's for the homeowners
association. Some associations prohibit using garages as storage space.

SChool Parcel Tax

Gary Swagaerie, 189 West Angela Street, stated that he is opposed to the school parcel
tax. He stated that the School District is considering the tax to reduce classroom sizes.

Mayor Tarver stated that this issue would not come before Council except to try and get
support for it.

11/07/95 -4-
