~. MEETING OPEN TO THE PUBLIC <br /> <br />Street Maintenance <br /> <br /> Donna Hartl, 3563 Bernal Avenue, asked why apparently healthy roadways are being tom <br />up and repaved. She felt the area on Bernal, torn up for over a month, and Stoneridge which <br />is also torn up, only have cosmetic defects. <br /> <br /> Mayor Tarvet stated that there is a preventative maintenance program that will prolong <br />the streets so that they don't have to be completely resurfaced. In some cases cracks in the <br />pavement or subsidence can create more damage to the street. <br /> <br /> Mr. Lum indicated the pavement conditions throughout the city are reviewed every two <br />years according to a pavement management system which evaluates the condition of the <br />pavement and gives it a rating and recommendation as to maintenance. Under that program, it's <br />more economical over the long-term to maintain streets regularly. <br /> <br /> Ms. Michelotti commented that at Gibralter and Stoneridge, traffic is having a hard time <br />getting in and out of the shopping center. She felt if some directional signs were put up it would <br />help. <br /> <br /> Ms. Dennis commented that there is a report that states the levels of damage that are <br />addressed by the regular maintenance program. She suggested a copy be given to Dr. Hartl to <br />review. <br /> <br /> Mayor Tarvet asked if there were any restrictions in terms of funding for maintenance <br />versus rehabilitation. Is there discretionary funding or is maintenance a certain portion and <br />rehab another portion of the funds? <br /> <br /> Mr. Lum stated that the system used looks at the condition of the pavement and treats <br /> them in an economical manner that is required by the funding agencies that give the City the <br /> monies to maintain the streets. Over time, if there are inadequate funds, some streets will <br /> deteriorate to the point where it is very expensive to repair. There isn't a budget at this point <br /> to repair all the streets, so the money is apportioned to maintain the streets that are in relatively <br /> good condition to keep them from deteriorating further and over time to try to catch up with the <br /> streets that are poor. <br /> <br /> Tr4ffic Committee Report <br /> <br /> Ms. Michelotti stated there was information in the Traffic Committee Report regarding <br /> the problem with traffic at Pleasanton Middle School and how it is being addressed. She <br /> discussed with Mr. Van Gelder the possibility of free-flow right turn from Bernal onto Case <br /> <br /> 11/07/95 - 3 - <br /> <br /> <br />
