comes up, where does the community think it could be placed? Where would they see <br /> something like this happening? If the Fairgrounds would be the location for it, what impact <br /> would that have on the voters' decision making? At this point it is being speculated that the Fair <br /> is going to lose the racing. The City does not know if there is anything that can be done to <br /> make sure that the racing is salvaged and the Fairgrounds maintained in the manner that it is. <br /> If the Fairgrounds lose the racing the next season and it has to wait three years for Council to <br /> to look at giving it an opportunity for establishing card rooms, could they wait that long to <br /> succeed? Most people in town feel having the Fairgrounds here is a good idea. <br /> <br /> Mayor Tarver thought in terms of the community in general, the Council reflects the <br /> sense of where the community is. There will be a number of points that would come up in a <br /> campaign. The issue is fear; loss of the Fair as an asset in the community or the increase in <br /> crime and the terrible things that will come out of the card room. Those issues will be the focus <br /> of the campaign, should it get that far. He believed that the City should afford the opportunity <br /> to the Fair Board to determine whether or not it wants to engage the community in something <br /> that might not be pleasant for it. Since the issue has hit the papers, people are organizing in <br /> opposition. <br /> <br /> Ms. Michelotti asked that if this issue does not go forward tonight but comes up at the <br /> next meeting, would that be too late as far as the deadline? <br /> <br /> Mr. Roush stated it collapses the deadline. To get it on the March ballot will take <br />-- considerable staff work. <br /> <br /> Mayor Tarver felt the issue needed to be further discussed and did not want to lose the <br /> option and to let the Fair Board make their case. If the community overwhelmingly turns up <br /> at the meetings saying "don't bother", that will greatly influence the Council. <br /> <br /> Ms. Acosta replied that to put it on the March ballot, that is only thirty days from today <br /> for everything to be ready. She felt there was just not enough time. <br /> <br /> Ms. Mohr asked what the three year time frame was. <br /> <br /> Mr. Roush stated the three years is the time frame where an ordinance cannot be <br /> adopted, either by the Council, the Board of Supervisors or by the voters. If a proposed <br /> ordinance is to be submitted to the voters, it's going to get there by way of ratification rather <br /> than adoption. <br /> <br /> It was moved by Mayor Tarver, and seconded by Ms. Mohr, to proceed further with <br /> consideration of an ordinance to permit a cardroom on the Fairground property, which ordinance <br /> must be presented to the voters at a general election and the applicant to pay for the election <br /> costs. <br /> <br /> 11/07/95 -23- <br /> <br /> <br />
