Alameda County Fair Board and the use of the land at the Fairgrounds. Whether it is lighting
the golf range or putting in business opportunities in trailers, it needs to be a financially solvent
operation. He did not want to turn down the opportunity, but would only have it with a vote
of the people and if someone else is paying for the election.

Ms. Michelotti asked when would be the next regular election.

Mr. Roush stated the next regular election would be November 1996 as far as City
matters are concerned. There is a March primary which includes a Supervisor's race. He
wasn't sure if there would be an election in June.

Ms. Ezidro replied that if there were County issues or issues from other cities, there
could be an election in June.

Mr. Roush commented that to put something on the ballot for March, Council would
have to take action by the first week in December.

Ms. Michelotti said she had tried to have on open mind on the plight of the Alameda
County Fairgrounds. Looking at the Fairgrounds need for revenue, she had to go with the voice
of the community who are opposed to the card room. Even if taken to a vote of the people, this
will not get support because people believe that this is a safe place to live and a card room does
not belong in the community. Having this publicized in the paper a few times and getting so
- many responses she has to agree the comments tonight are representative of the community. She
could not support this at this time and felt she preferred to wait out the three year moratorium
or have the people supporting the gaming put out the money for an election.

Ms. Dennis commented that she appreciated the negative response of the community for
the card room and felt it would only evoke more negative response in the future. If the Council
knows that the issue is going to die, the effort shouldn't be taken to the voters when it doesn't
have a chance. The Council could help the Fair Board keep its stakes and work on a community
master plan of things that we would be willing to see the Fair do that would be acceptable to the
community. The community has not had a chance to discuss what they feel would be
appropriate. The bottom line is, will the fair survive? We need to have a forum to assist the
Fair Board to succeed. A card room is not on a list of things that is needed for Pleasanton. She
is in favor of not going through the exercise at this time. She said this proposal will not help
the Fair but will aggravate the whole community.

Ms. Mohr stated when you think of saving the Fairgrounds, she did not think just about
the two weeks around the Fourth of July. She thought of the Scottish games, the hot rod show
and the other events that take place. If the Fair goes under, the facility goes under and the City
no longer would have a home for all of these activities. It was innate in human beings to
gamble in some fashion. If someone is going to spend money, she would like to see it spent
here where the City could reap the value of those dollars. It was a struggle for her to put it on
the ballot and then have it lose, which is pretty probable. When the thought of a card room

11/07/95 -22-
