The r011 Call vote w~ as follows: <br />AYES: Councilmembers Mohr and Mayor Tarver <br />NOES: Councilmembers Dennis, Michelotti and Pico <br />ABSENT: None <br />ABSTAIN: None <br /> <br /> Ms. Michelotti commented that in the next three years, depending on what happens with <br />Alameda County Fair and the racing, this issue could be brought up again. <br /> <br /> Ms. Mohr thought keeping the racing at the Fairgrounds is critical. <br /> <br /> Mr. Blonien stated the dates for the racing will be considered by the Racing Board on <br />November 9th at 1:00 p.m. in Monrovia. He felt it would be great if a City representative could <br />come to that meeting. <br /> <br /> Ms. Mohr asked if the pressure over gaming was coming from the Indian reservations <br />because they don't want competition. <br /> <br /> Mr. Blonien stated the Indians want the moratorium and legislation that needs a 2/3 vote <br />for any additional card club. The Indians have funded a referendum. <br /> <br /> Mayor Tarver felt the Council should submit a letter to the Racing Board indicating that <br />it is important that the timing and noticing of this meeting is less than appropriate and we would <br />like the opportunity to provide input. He supported the Fair and didn't want to see that tradition <br />damaged. <br /> <br />Item 6f <br />Annual Grantee Performance Report for Federal Community Development Block Grant <br />funds for fiscal year 1994-95. (SR95:374) <br /> <br /> Steven Bocian presented the staff report. <br /> <br /> Ms. Dennis asked why there was no information concerning the Valley Community <br />Health Center. <br /> <br /> Mr. Bocian replied that such information will be forthcoming. <br /> <br /> Mr. Tarver declared the public heating open on the item. <br /> <br /> Gary Schwagerle, 180 West Angela, stated his concern was with ECHO Housing. It <br />supposedly represents both tenants and landlords. He contacted ECHO in the past, and when <br />their representatives found out he was a landlord, all assistance was cut off to him.
