Ms. Mohr commented that she felt the four-way stop sign issue should go through the
Traffic Committee. She asked if there was a reason for the Traffic Committee to investigate this
issue and bring it back to Council.

Mr. Swift stated that the traffic engineer and his staff don't feel that the standard
warrants would be met for a four-way stop at that intersection even with the project. They can
not analyze the four-way stop until the project is built. That is the only time it will be a
foufiway intersection. Right now it is a small intersection of a cul-de-sac with Black Avenue.
The real issue is whether or not Council wants to put a stop sign on Black Avenue in the short
term before the project is built. If Council waits for the project to be built, then a four-way stop
would make sense. If Council wants to put a stop sign in for the short term, putting it at the
existing cul-de-sac is not where staff probably would put it.

It was moved by Ms. Michelotti, and seconded by Ms. Dennis, that Ordinance No. 1666
be introduced, to be read by title only and waiving further reading thereof, conditionally
approving PUD-95-04 and a development plan for 34 single-family homes, including that the
developer will finish the median landscaping on Black Avenue; the development to have a 40%
FAR; one additional one story home is to be built on lot//34 adjacent to the current
development; and a stop sign at Black Avenue and Corte Ricardo will be installed.

The roll call vote was as follows:
AYES: Councilmembers Dennis, Michelotti, Mohr and Pico
' NOES: Mayor Tarver
ABSENT: None
ABSTAIN: None

Mr. Roush commented that without taking action that night, the developer couldn't apply
for growth management. What is being requested is for Council is to reserve thirty-four
approvals like Council did for the Sycamore area. The Council will see all the numbers in two
weeks and can decide what it wants to do with the numbers.

It was moved by Ms. Mohr, and seconded by Ms. Michelotti, to make a reservation of
34 growth management approvals for PUD-95-04, the actual placement to be made at the
meeting where growth management will be discussed.

The roll call vote was as follows:
AYES: Councilmembers Dennis, Michelotti, Mohr, Pico, and Mayor Tarver
NOES: None
ABSENT: None
ABSTAIN: None

10/17/95 -19-
