Mr. Pico asked if the Park and Recreation Commission or planning staff looked at other <br />alternatives with respect to the realignment of this park. Were alternatives presented to the Park <br />and Recreation Commission that might have increased the size of the park site? <br /> <br /> Mr. Swift stated that staff had looked at alternatives that could have added some <br />additional square footage to the park on some of the earlier alignments. However, the discussion <br />at staff level was that the existing park acreage was larger than five acres (the size of a normal <br />neighborhood park). The staff's main concern was in the configuration at the Hartsen end <br />because if residential units were to abut the park, it limits what can be done. The swap was <br />discussed to open up the space between the park and the houses so that it wasn't closed in and <br />provided additional parking. The staff did not feel additional land needed to be added to the <br />park. <br /> <br /> Mr. Pico asked if the realignment of the park might impact the ability to continue to have <br />the soccer games at the park. <br /> <br /> Mr. Swift replied that the soccer field changes its orientation and instead of running <br />east/west or parallel to Black Avenue, it turns perpendicular to Black Avenue and runs in a <br />north/south direction. <br /> <br /> Ms. Mohr commented that as parks are laid out the fewer back fences that back up to <br />parks the better off the City is. The fences usually last ten years with each neighbor putting up <br />a different design of fence. Street frontage is better for all. <br /> <br /> Mayor Tarver felt the straighter the road, the faster people will drive by the park. He <br />favored a meandering road and believed there were more options for the road. <br /> <br /> Ms. Dennis commented that she had some questions from the residents about the park. <br />She felt the staff arguments were reasonable and the road was good. She believed the design <br />of the park was thoroughly discussed. <br /> <br /> Ms. Mohr stated the idea of not having straight streets would be great the next time the <br />Council has the opportunity to deal with a substantially larger piece of land. <br /> <br /> It was moved by Ms. Mohr, and seconded by Ms. Michelotti, that Resolution <br />No. 95-124, be adopted, approving the land exchange between the project site and Hansen Park. <br /> <br />The roll call vote was as follows: <br />AYES: Councilmembers Dennis, Michelotti, Mohr, and Pico <br />NOES: Mayor Tarver <br />ABSENT: None <br />ABSTAIN: None <br /> <br />10/17/95 -18- <br /> <br /> <br />
