facility to take care of kids that are not projected into the head count. The schools need reduced <br />class sizes but he did not want to see pottables on all the other school sites. There were other <br />alternatives that could have been evaluated that were not. This site would have yielded much <br />more for the School District had a General Plan amendment been processed ahead of time and <br />the discussion of growth management approval resolved at that time. <br /> <br /> It was moved by Ms. Mohr, and seconded by Ms. Michelotti, that Resolution <br />No. 95-123, be adopted, approving the amendment to the General Plan changing the designation <br />of the Del Prado site from Community Facilities - Schools to PUD - Medium Density <br />Residential. <br /> <br />The roll call vote was as follows: <br />AYES: Councilmembers Dennis, Michelotti, and Mohr <br />NOES: Councilmember Pico and Mayor Tarver <br />ABSENT: None <br />ABSTAIN: None <br /> <br /> Ms. Michelotti commented that she had received some letters from the community in <br />favor of the development. She did meet with the developer and Kathy Rubin. Ms. Rubin stated <br />she is in favor of having Del Prado stay a school site. <br /> <br /> Mayor Tarver stated he received ten calls in support of the project and four in opposition <br />to the project. <br /> <br /> Mr. Pico clarified that in respect to the land swap issues and the park, he would resist <br />the land swap. He felt that all alternatives were not explored, including the ability to increase <br />the size of the park. Mr. Pico did not like the density being over four units per acre and <br />preferred the density reduced with more single family homes on Black Avenue. He was not <br />opposed to the accelerated growth management for this project as long as it does not cause 750 <br />units of growth management approvals per year to be exceeded. <br /> <br /> Ms. Michelotti stated she was in favor of the land swap. She supports the project as <br />recommended by the Planning Commission (40% FAR) and the one unit on Black Avenue. She <br />would accommodate this project for growth management. <br /> <br /> Mayor Tarver felt the land swap could give more park to the park area, give up a few <br />units to realign the road differently, and get the project back to four units to the acre. He <br />thought single-story homes at a 50/50 ratio on Black Avenue was appropriate. <br /> <br /> Ms. Mohr stated the original proposal did not include a land swap with the park. The <br />proposal came from the Park and Recreation Commission. The square footage is almost equal, <br />but the more rectangular nature to the park, rather than having the pan handle at the end, seems <br />to make the land more useable. <br /> <br />10/17/95 -17- <br /> <br /> <br />
