approval. He requested that Council reserve approval in 1996 since all the proposed approvals <br />are unlikely to be built. The average number of units built over the last few years is much less <br />than the City's 750 unit goal. <br /> <br /> Mr. Bates requested the following: approve the negative declaration for PUD-95-04, <br />approve GPA-95-01; find the land swap between the Del Prado site and Hansen Park is in the <br />public's best interest; that the PUD rezoning and development plan are consistent with the <br />General Plan and purpose of the PUD ordinance; and that Council approve PUD-95-04 for PUD <br />rezoning and development plan approval subject to the following conditions: change condition <br />#4 to read that the applicant shall replace one of the two story units currently shown on Black <br />Avenue with a single-story unit; change condition #6 so that the garage in Plan 1 be redesigned <br />to provide a clean, clear, unobstructed twenty by twenty foot space and, that Plans 2,3,and 4 <br />be accepted as presented; change condition #9 so that the maximum FARs is at least 40%; and <br />agree to a reservation for this project in the 1996 growth management program. <br /> <br /> Peter McDonald, 400 Main Street, representing the Pleasanton Unified School District, <br />stated the Board is fully supportive of the proposal by New Cities Development and felt the plan <br />with the land swap is creative. He felt the Planning Commissions staff report identifies the key <br />issue: what was the appropriate land use for that site, given that it is not going to be a school. <br />The decisions as to where public schools are built belongs with the Board of Trustees of the <br />Pleasanton Unified School District. There was a question as to how the decision was made and <br />in response to the City Council's request, an in depth public hearing was held. The Board of <br />Trustees has designated the proceeds from the sale of this site to go to a multi-purpose room at <br />Walnut Grove. Because it is an installment deal, the sooner the growth management approval <br />is received for this site, the sooner that money will become available for the Walnut Grove site. <br />He urged Council to follow the recommendation of the City Manager, Planning Director and the <br />Planning Commission with minor modifications proposed by New Cities. <br /> <br /> Bob Perko, 2274 Camino Brazos, fully supported the development of the property. He <br />has two children attending Walnut Grove School and felt the proceeds will enhance the <br />elementary school. <br /> <br /> Terri Sewall, 5034 Blackbird Way, was in support of this project. She felt the two <br />elementary schools support the area and that they can handle the children from the 34 units <br />which are to be developed. <br /> <br /> Elizabeth Purselie, 2259 Camino Brazos, lives seven houses away from the site and is <br />in support of the project. She encouraged Council to go ahead with the project. She felt the <br />project is complementary to the area. She would like to see as many two-story homes go in as <br />possible and felt the land swap will be excellent for the park. <br /> <br /> Janet Yarbrough, 4560 Eull Court, also supported the project. She felt the land is an <br />unsightly vacant lot and can be a fire/safety hazard when the weeds are full grown and dry. She <br /> <br />10/17/95 -10- <br /> <br /> <br />
